THE HIGH LEVELIron Bow Technologies is seeking an experienced Technical Program Manager to support an existing, long time Federal Government customer, the Department of Justice (DOJ). Our Program Manager partners with the contract Program Manager to support and ensure oversight of contract requirements, operability, coordination, and reporting. The Program Manager will engage with team members across the project organization to coordinate and monitor team activities, team performance, and ensure staff are meeting program objectives. Our manager will assess and address obstacles that impact the team s ability to accomplish assignments through coaching and mentoring, with a focus on team-member and program-wide successes. Our manager will be well-versed in the SDLC and in software development methodologies. This position requires onsite work at the customer site in Washington, DC. Once acclimated into the program, our manager does have the opportunity to move to a hybrid schedule.WHAT YOU LL BE DOINGProvides daily oversight and guidance to team members and engineers responsible for documenting, updating, developing, and implementing automation scripts, and developing scripts to automate Active Directory to perform account management, organizational unit modifications, access control list security changes, develop/deliver training, and plan/facilitate the enhancement reviews with project leadership. Responsibilities include:Understanding our client s business needs and continually strive to meet these needs.Planning, execution, and coordination of activities associated with designated development projects.Ensuring project objectives are accomplished within scope and schedule, and consistently meet expected quality parameters - engage with and assist with coordinating and monitoring work assignments across multiple organizational areas of the programManaging development teams with projects that will most often follow Agile methodologies (knowledge and experience using Java, .NET, C#, VB, PowerShell, JavaScript, Power BI, Power Apps, SQL Server 2016 would be great!).Continually support our goal to maintain five-nines uptime, and support IT Security s scanning of existing web applications when needed.Supporting sprint planning, maintain and groom backlogs, host/participate in the daily standups, remove obstacles that impede progress.Ensure releases and patches are deployed following an approved schedule - create release checklistsEstablishing and maintaining security best practices while developing applications and web contentAdhere to accessibility compliance guidelines from Rehabilitation Act (Section 508) and the DOJ website administration policies and remedy content that is out of complianceResponding to Internet and Intranet updates using CMS platforms, such as Drupal and SharePointTroubleshooting, documenting, and resolving complex problems with web content, browser compatibility, database performance, and task automationManage and support the review, update, and maintenance of documentation for overall effectiveness, completeness, and accuracyPlan and manage the creation of fully functional web forms/GUIs for end users to process action request, update inventory, and automate repetitive tasks, as well as indexing, SQL query development, job automation, and database optimization while actively searching for security vulnerabilitiesDevelop user enhancements approved by project leadership, including requirement capture, determine detailed requirements, solution/design, and testing in the controlled testing environmentWHAT YOU BRING TO THE TABLEYou bring a minimum of 10 years of experience overseeing/managing complex, mission critical application/software development projects.A comprehensive understanding of Agile development and understating/executing Agile methodologies, including maintaining/grooming the product backlog, determining team velocity, sprint planning.You hold active PMP and CSM certifications.Proficient in the Microsoft Office Suite, including MS Project, and with SharePointKnowledge and understanding of ITIL, CMMI, and ISO best practices, and PMBOK.You had successes managing and coaching teams that span across multiple areas of the program s organization.You re able to simultaneously manage multiple development projects with varying levels of complexity.You have a strong propensity and aptitude for solving client business needs.You ve supported teams that have been responsible for managing code branches, code merges, and nightly builds and has successes maintaining Dev/Test environments that replicate the Prod environment.You re able to effectively communicate with all levels of the project team, and with Exec LeadershipBS in Computer Science, Engineering, or other relevant disciplineAbility to hold / maintain an active Top-Secret clearance - will consider an interim Top-Secret clearanceTRAVEL REQUIREMENTSThis position requires candidates based in the greater Washington, D.C. metropolitan area so that they are accessible to multiple DC-area locations.
