Job Title : Chief Facility Engineer (DOT)

Job Summary:

EMCOR Government Services is seeking a Chief Operating Engineer to provide operations and maintenance support for the Department of Transportation (DOT) Headquarters in Washington, D.C. This position is covered by the CBA for Local 99

Essential Duties and Responsibilities include, but are not limited to:

  • Directly reports to the Project Manager or designated representative(s).

  • Directs work to subordinate Local 99 lead operating engineers, operating engineers, and other trades, including subcontractor direction, as assigned by the Project Manager/Deputy Project Manager.

  • Receives, schedules/assigns, monitors, and reports service calls and maintenance.

  • Assigns/directs/delegates work received from work management department.

  • Provides assistance and technical support of operations and maintenance.

  • Performs asset/equipment inspections, recommends improvements per industry standards, assists IDIQ Manager with developing technical scopes/estimates.

  • Oversees critical equipment, monitors and reports on status of maintenance/repairs.

  • Responsible for scheduling staff to ensure complete coverage/response and must be available and flexible to respond on-site for 24/7/365 critical operations.

  • Performing duties associated with the operation, maintenance, and repair of refrigeration and air-conditioning and heating equipment.

  • Adjusting and minor repairs to mechanical and electrical equipment and components parts of heating and air-conditioning systems and auxiliary support equipment.

  • Making physical inspections of work performed, equipment and testing of equipment for correct operation of all components of the refrigeration cycle and other relevant factors contributing to the proper and efficient operation of systems, boilers, chillers, HVAC, plumbing, electrical systems, etc.

  • Answering DOT contract oversight/facility leadership team/occupants complaints or questions relating to Trades and systems and reports information to management.

  • Providing technical support in the efficient and safe operation and maintenance of all mechanical equipment, reports recommendations and work accomplished to management.

  • Develops procedures/checklists, trains, and enforces standards, as required.

  • Proposes operational changes to improve efficient use of the facilities equipment.

  • Sends management detailed reports related to all operations and maintenance.

  • Presents/briefs status on maintenance, repair, and IDIQ on-going and scheduled.

  • All other duties as assigned.

Qualifications

  • Chief Operating Engineer must possess a valid 1st Class Steam Engineer License issued by District of Columbia. A Maryland 1 st Class License may be considered in conjunction with other licenses, professional certifications and/or experience.

  • Possess skill and knowledge in HVAC, central plants and all facility systems.

  • Have the ability to perform preventive maintenance on all operational and mechanical equipment.

  • Have knowledge to operate related steam/chiller plants, electrical equipment and machinery.

  • Must fluently speak, read and write the English language.

Other Skills/Requirements:

  • Must possess and consistently lead with a Mission First, People Always mindset

  • Proficiency with Microsoft Office 365 Tool Suite (including SharePoint, MS Teams Application, and Outlook).

  • Proficiency with Maximo CMMS highly desired.

  • Experience with facilities management and IDIQ estimating.

  • Demonstrated skill at developing and nurturing strong client relationships.

  • Ability to identify potential, train and develop others for succession planning.

Physical Requirements:

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is regularly required to stand, walk, and climb. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.
