Terms of Employment

  • W2 Contract, 12 Months
  • Location: Hybrid scheduled (3 days/week) at Crownsville,MD

Overview

The Project Manager (PM) will be responsible for a systems inventory, developing and implementing a statewide system and application inventory and tracking program. The PM will work closely with key state stakeholders including, but not limited to, the State Chief Information Security Officer (SCISO), Chief Data Officer (CDO), Chief Privacy Officer (CPO), and Artificial Intelligence (AI) Advisor. The PM will also engage with technical teams and resources to prioritize and deliver additional high-quality IT solutions to meet business needs.

Responsibilities

  • Develop and document statewide technical inventory to include all cloud services, data, and AI related applications and systems
  • Prepare system/application inventory policies and procedures and related AI system guidance
  • Ensure integration of all legislative, executive orders, mandated requirements, and department standards/criteria
  • Identify and document permanent and transient interconnections
  • Ensure data is publicly available on certain websites and protected accordingly
  • Conduct inventory risk and impact assessments, as well as those which utilize AI
  • Ensure systems and applications are categorized and delineated properly per requirements
  • Lead project meetings and prepare respective briefings and reports
  • Provide weekly scope, budget, and schedule status updates on accomplishments, milestones, tasks, roadblocks, issues, and risks related to each project
  • Develop project plans, roadmaps, schedules, and transition activities for execution
  • Coordinate with stakeholders and executives on program status, risks, issues, and trends
  • Develop and update project charters, scope statements, and scope management ensuring alignment with organizational goals and objectives
  • Develop performance and quality measures/metrics; provide tracking and periodic reporting on these measures/metrics; create lessons learned and after actions reviews
  • Develop and implement communication strategies to improve transparency and promote awareness of program areas and issues
  • Integrate change management and change control practices into the program as required
  • Identify, track, manage, and reduce the impact of risks and issues
  • Manage vendor relationships to ensure high levels of quality deliverables and performance

Required Skills & Experience

  • Bachelors Degree in Business Management, Cybersecurity, Information Technology, or related field
  • Excellent communication and organizational skills, including ability to communicate effectively with senior level stakeholders orally and in writing
  • Minimum of five years experience in Technology (IT) Project Management or an additional two years experience in substitution of a degree
  • Minimum of two years experience designing, developing, and implementing IT processes, services, and capabilities, developing or supporting system and application inventory engagements as well as developing risk and impact assessments
  • Minimum two years of experience managing IT-related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget
  • Current Project Management Institute (PMI) Project Management Certification (PMP)
