Class Concept

Primary Focus
Performs specialized and varied accounting functions within the Division of Taxation, including auditing all Dublin municipal income tax returns to ensure compliance with the Dublin Income Tax Ordinance as well as Federal and State laws. Issues assessments and collects delinquent taxes.

Given the nature of this classification's duties/responsibilities, it has been designated as Non-Exempt under the governing Fair Labor Standards Act regulations and, therefore, is entitled to formal overtime compensation and/or formal compensatory time. Target hiring range $58,800-$70,600.

Essential Functions
Audits City income tax returns for accuracy according to accepted accounting principles and applicable laws, including individual and business (corporate, partnership, trust, etc.) net profit returns as well as withholding reconciliations using considerable independent judgment in determining the validity and correctness of the returns filed.

Audits requests for refund filed by individuals, corporate fiscal officers, payroll services, and Certified Public Accountants (CPA's) to determine legitimacy of the requests as well as compliance with tax laws.

Answers and responds to questions and resolves concerns face-to-face, by phone, email/web, and letters regarding complex municipal income tax issues from taxpayers, tax practitioners, corporate officers, attorneys, as well as interacts with other municipalities.

Carefully and methodically examines account history and established guidelines to determine abatement of penalties using sound and independent judgment.

Determines the appropriate path for collection of delinquent and deferred payment accounts; monitors in-house payment plans to ensure accounts are updated regularly and remain in compliance and, if not, determine the next appropriate step for collection.

Assists taxpayers using the electronic TaxTool, including setting up accounts, changing taxpayer information to allow them to file, and assisting tax practitioners to allow them to file for numerous clients; constantly monitors the system for needed changes as well as tests the TaxTool to ensure it is meeting the requirements of new State legislation as well as the amended Dublin Income Tax Ordinance.

Creates/maintains/monitors various reports regarding taxpayer assessments, refund distribution, refunds not granted (and reason), non-filing, returned checks, replacement checks, and statistical data upon request.

Performs other related duties as assigned.
Typical Qualifications

Minimum Qualifications
High School Diploma or GED required, Bachelor's Degree in Accounting or other relevant field preferred and considerable experience with accounting, auditing, or other relevant functions and operations (experience with governmental accounting, auditing, or other relevant functions and operations, including experience at the municipal government level, preferred); or any equivalent combination of accepted training and experience.

Knowledge of general accounting/auditing principles, practices, methods, functions, operations, and procedures.

Physical Requirements

The City of Dublin offers a high deductible health care plan through United Healthcare that provides 100% coverage for preventative care. Employee or family coverage is available. Additionally our integrated wellness program, Healthy by Choice (HBC), allows employees to earn a waiver of all or a portion of the medical plan premiums.

HEALTH SAVINGS ACCOUNT/HEALTH REIMBURSEMENT ACCOUNT
Annually, the City will deposit 75% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium for 1.5 times your salary up to $150,000 term life insurance coverage for the employee. Supplemental insurance is available.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation their first year. Vacation time increases with length of service time. Prior public service may be honored as service credit for vacation accrual.

PERSONAL LEAVE
Employees receive five prorated days of personal leave annually.

SICK LEAVE
Employees are advanced three sick days at the time of hire and accrue nine sick days in total annually.

OTHER
Ten paid holidays per year, employer paid short term disability, tuition reimbursement of up to $5,000 annually, recreation membership , and longevity pay after four years of full time completed service with the City of Dublin.
