CONTRACT SPECIALIST WITH SECURITY CLEARANCE

Job description

USmax Corporation is seeking a Contract Specialist to support USAID s Management Bureau's Office of Acquisition and Assistance (M/OAA). M/OAA provides stewardship of U.S. taxpayer funds through the management, evaluation/audit, and awarding of USAID awards including contracts, grants, cooperative agreements, and other award types with large/small business with local capacity development goals that serve to deliver foreign assistance. M/OAA collaborates with various Agency Bureaus and Missions to fulfill the above foreign assistance objective. The Contract Specialist will be responsible for supporting the Acquisition and Agreement Officer with the development and editing of requirements packages and serve as a point of contact for OAA customers, resolving inquiries and coordinating with others where appropriate. The Contract Specialist will work with implementing partners as part of a team under the guidance of Contracting Officer's Representatives (CORs) and Senior Activity Managers, where appropriate, to build internal and external relationships and monitor and support progress toward completion of programmatic goals. Duties and Responsibilities:
Manages a portfolio and performs specialized acquisition/assistance functions.
Prepares all required supporting documentation for the complete acquisition life cycle from planning to close-out.
Assists in negotiation, administration, and modification of various types of contracts for the acquisition of services, equipment, supplies, materials, and projects as well as for assistance instruments such as cooperative agreements; fixed amount awards; grants etc.
Advises on the interpretation and application of acquisition/assistance regulations and policies based upon operational and project needs.
Procures items or services for which adequate price/cost competition is available. Leads the preparation of pre-solicitation packages; solicitation documents; negotiation and award of both acquisition and assistance mechanisms in compliance with FAR 7.5
Independently performs detailed analyses of all elements of cost in contractor proposals as well as conducts price analyses as needed. Determines the competitive range and prepares defensible justifications when required.
Recommends actions when the contractor is not in compliance with contract provisions. Investigates circumstances to determine and recommend alternative courses of action, such as extension of delivery schedule. Reviews completed contract file to ensure routine administrative matters are resolved or completed.
Assists in the review of procedural aspects of contract actions. Participates in contract administration sufficient to ensure contract terms and conditions are met and that the contractor delivers the required goods or services in a timely manner to achieve the objectives of the Agency's projects and programs. Develops routine plans or schedules using standard references and existing information. Assists in the procurement planning activities. Serves as part of a team that advises program officials or staff in project planning meetings. Advises program officials of the procurement instruments to be used.
Researches and analyzes a factual procurement policy or procedural question and provides advice on appropriate procurement methods and procedures. Expert level knowledge of relevant procurement policies and procedures such as FAR, CFR, ADS etc.
Performs other duties as assigned. Required Qualifications:
Ability to work independently with minimum to no supervision. Ability to identify issues or potential risks and make informed decisions on how to manage and/or mitigate risk.
Ability to work within diverse teams. Strong interpersonal communication and excellent oral presentation and writing skills.
Track record of solving problems by identifying areas for improvement, iterating, and delivering results
Track record of building trusted relationships with colleagues and partners.
Required Experience:
Ten years of experience.
Required Education:
Master s degree required. Master s degree may be substituted with twelve years of experience, or a bachelor's degree plus eight years of experience.
Security Clearance Requirements:
Candidates MUST have an active Secret clearance to be considered.
Work Location / Schedule:
