Program Manager (CBP BI Required)

On-site Location: DC Metro Area

As the Program Manager, you will have responsibility for managing a large IDIQ contract and workforce providing strategic level assistance, consultation, recommendations, and support to Customs and Border Protection (CBP) Office of Trade (OT) in workforce and succession planning, data-driven strategy formulation and analytical support, and business transformation. As the Program Manager, you are the primary point of contact who has oversight of all task orders issued under the contract. Preference will be given to applicants whose experience is most predominant in the workforce and succession planning domains.

The successful applicant will have experience in many of the following activities:

* Conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification and measurement studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively.

* Conducting quantitative analyses of information affecting investment programs of public or private institutions.

* Examining budget estimates for completeness, accuracy, and conformance with procedures and regulations and analyzing budgeting and accounting reports.

* Conducting primary research regarding the workforce on the as-is or current state of the workforce and performing analysis of primary data sources.

* Conducting workforce gap analysis

* Identifying and recommending alignment of workforce requirements with strategic plans and annual operating plans.

* Compiling workforce profiles of KSAs needed to fill vacant positions.

* Developing succession planning strategies and establishing a framework to prepare the workforce for inevitable changes in the workforce

* Identifying and developing strategies for overcoming internal and external barriers to accomplishing strategic workforce goals.

* Developing workforce training, coaching, and mentoring programs.

* Evaluating the effectiveness of existing plans and processes.

* Developing resource allocation strategies and supporting implementation of a future state of financial management by applying rigorous analytical models and relevant metrics to produce comprehensive scenario analyses. Managing data pipelines to enable data analysis data visualization dashboards and reports in human, physical, or financial resources.

* Developing and maintaining economic benefit, financial management, and other operational assessment models and recommending model platforms (e.g., Tableau, Microsoft BI, or similar.)

* Overseeing or building and maintaining data visualization dashboards displaying data such as HR systems, financial management systems, workspace capacity, program management database systems, and manpower modeling.

* Designing, developing, and implementing strategies, techniques, and practices to attract, hire, develop, and retain talent.

* Developing performance management systems

Responsibilities include:

* Defining program goals, scope, deliverables, timelines, and resource requirements in collaboration with stakeholders.

* Collaborating closely with stakeholders to develop and execute comprehensive plans and strategies aligned with organizational objectives.

* Developing task order budgets and plans.

* Establishing governance structures, processes, and frameworks to ensure effective oversight and management of all program activities.

* Evaluating and assessing the programs strengths and weaknesses.

* Regularly meeting with OT and subordinate organizations to monitor progress, track milestones, and ensure timely delivery while maintaining quality standards.

* Leading change management efforts to ensure smooth transition and adoption of program deliverables within the organization.

* Documenting, reviewing, and ensuring that all quality and change control standards are met.

* Ensuring the optimal allocation of resources across different task orders to meet operational targets.

* Establishing key performance indicators and metrics to track contract staff performance and operational efficiency.

* Driving continuous improvement to enhance workforce management processes, optimize resource utilization, and improve overall operational effectiveness.

* Ensuring compliance with CBP and OT policies and regulations.

Qualifications:

* A Masters degree with over 10 years of experience.

* At least 5+ years of Program Management experience.

* Applicants with a CBP Background Investigation within the past 12 months are strongly preferred. Applicants with a Top Secret adjudicated within the past 12 months will also be considered.

* A PMP or similar certification is strongly preferred.

* Experience overseeing data science and analytic efforts preferred.
