Job description

Summary This position is located in the Department of Health & Human Services, Centers for Medicare & Medicaid Services, Center for Consumer Information and Insurance Oversight (CCIIO), Consumer Support Group (CSG), Division of Consumer Services (DCS). As a Health Insurance Specialist, GS-0107-14, you will serve as a technical advisor to Division leadership, overseeing complex projects and systems related to managing private health insurance-related complaints and inquiries. Responsibilities Serves as technical advisor to Division leadership overseeing the development, implementation, and IT operations of the No Surprises Help Desk Project. Oversees all aspects of system development, implementation, and operations necessary for the success of Division of Consumer Services (DCS) programs. Leads and collaborates with others to achieve project and program objectives, milestones, and deliverables on Affordable Care Act (ACA)-related and No Surprises Act (NSA)-related projects and programs. Serves as a Contracting Officer s Representative, Project Manager, or Government Task Lead on contracts. In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Developing and/or implementing IT systems or operations for consumer-related health insurance issues; 2) Providing technical guidance to stakeholders responsible for ACA-related and/or NSA-related IT and system-related operations; AND 3) Managing and/or maintaining software acquisition, integration, and/or modernization projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
