The Department seeks to enhance its analytical and investigative support capabilities and better leverage the information, intelligence, and data in a multitude of systems and applications. As a key role in that mission, we are seeking qualified and experienced candidates to serve as a Senior Public Safety Analyst (Senior Location Data Specialist). This is a critical role that will help the agency harness complex cellular communication and geolocation analysis. The incumbent for this position will serve as a subject matter expert in cellular and geospatial data and analysis, a resource vital to ensure successful investigations in modern policing.

About This Role:

The Senior Public Safety Analyst (Senior Location Data Specialist) would provide department-wide cellular/geospatial analytical services, expertise, and know-how and help bridge the current gaps between the complex technical aspect of investigations and generating actionable investigative leads and evidence integral to closing criminal cases. In this position you would greatly expand our real-time investigative support capabilities and would work as part of and in collaboration with the data scientists and crime analysts to expand our ability to enhance operations and meet and exceed modern demands and expectations and the required technical proficiencies to be successful in contemporary policing.

Some examples of the day-to-day responsibilities include:

* Managing record returns from the officers and detectives to prepare for analysis

* Analyzing patterns of specific device movements and usage and prepares visual representation of the findings

* Establishing links between significant locations or events using call detail records (CDRs) and other geolocation returns

* Preparing and performing expert testimony on key findings

* Studying new concepts and methods for analysis of records

* Conducting agency wide training on geolocation analysis and procedures for analysts, officers, detectives, and command staff

* Evaluating investigations and making recommendations, with the use of geolocation analysis, to advance the investigation

* Preparing, updating, and maintaining records, reports, presentations, databases and other related documents and information

Performing other duties of a similar nature or level.

Minimum Requirements:

High school diploma or G.E.D. and 5 years related (cell site and geospatial analysis to include 100 hours of documented training in cell site and/or geospatial analysis) experience.

Preferences:

Our ideal candidate will have:

* Demonstrated experience developing and presenting training on cell site and/or geospatial analysis.

* Bachelor's degree in Criminal Justice, Psychology, Criminology, Sociology, Computer Science, Geography or related field

* Experience working in a law enforcement or public safety environment.

* Experience with synthesizing cell phone and geospatial data.

* Expertise in analyzing geolocation records from multiple sources and presenting the findings internally and in court settings.

* Proficiency in creatively determining which analytic approaches and computing techniques are most appropriate for a given data situation.

* Proficiency and creativity in extracting, synthesizing, visualizing, analyzing, and communicating insights from complex datasets.

* Strong communication skills, in both written and verbal formats, and including under time pressure. The ability to communicate complex analysis to non-technical stakeholders.

Strong interpersonal skills, including the ability to develop and maintain relationships with a diverse range of agency, government, and university partnerships.

Special Requirements:

All employees considered for hire by the Police Department are subject to a Polygraph Examination and a thorough Background Investigation.

Work Schedule:

8:00 a.m. to 4:30 p.m. with potential consideration for occasional remote work based on operational demands. May also be subject to rotating on-call schedule.

Starting Salary Range:

$70,921.50 - $83,272.79
