**What you will do**

Increasing demand for observational research (now commonly referred to as real-world evidence [RWE]) from regulatory and reimbursement authorities makes observational research a key component of drug development and commercialization. Amgen's Center for Observational Research (CfOR) is a global organization with an industry-leading analytical capability that generates RWE to support business needs across a product's lifecycle. CfOR scientists partner with internal stakeholders and industry experts to design, conduct, interpret, and publish observational research that informs decision-making from the early development of a molecule to the design of clinical trials and the safety and efficacy of Amgen medicines.

This role is focused on the leadership and oversight of the CfOR budget and contracts for external research, including managing relationships with strategic suppliers and key partners.

**Key Responsibilities include:**

+ Develop and lead functional budgets, decision-making processes and tracking in alignment with global budget processes; ensures all required financial analysis and scenario modeling are provided

+ Lead team of operations professionals to support and lead business operational areas such as budget, contracting, supplier management, resource management, status reporting, advisory meeting support and process improvement projects.

+ Ensures timely production of high quality forecasts

+ Generate and provide reports, dashboards and presentations, including Operating/Business Reviews, All-Staff presentations, & reports on business performance

+ Turn unstructured business issues/requests into appropriate action plans and projects that result in high quality, significant and impactful deliverables

+ Represent the department strategy for CfOR and partner with other functions such as Finance, Global Strategic Sourcing, Medical, Health Economics and R&D Strategy & Operations in support of the strategy and goals

+ Lead or represent CfOR on process change and improvement initiatives

+ Develop and maintain business relationships and with other strategic planning and operations colleagues across R&D functions/ departments

+ Establish standard processes for budget management and reporting, sourcing and contracting, and strategic supplier management

+ Conduct root cause analyses to ensure a deep understanding of challenges and opportunities

+ Build and maintain positive collaborations; communicating, seeking advice, and facilitating critical business decisions.

**Basic Qualifications:**

Doctorate degree and 2 years of budget and contracting experience

Or

Master's degree and 4 years of budget and contracting experience

Or

Bachelor's degree and 6 years of budget and contracting experience

Or

Associate's degree and 10 years of budget and contracting experience

Or

High school diploma / GED and 12 years of budget and contracting experience

**Preferred Qualifications:**

+ MBA or Master's Degree with 10 years of work experience in the biopharmaceutical industry with 4 or more years of that experience in R&D with good knowledge of clinical development, financial budgeting, and workforce strategies

+ Demonstrated self-starter, ability to work under limited supervision and coordinate multiple projects in a detail-oriented and regulated environment

+ Demonstrated organization management experience including developing and mentoring staff

+ Excellent conceptual problem-solving skills with demonstrated ability to bring structure to vaguely defined problems, pragmatically scope problem solving approach, and handle execution

+ Strong influencing and negotiating skills with the ability to influence different styles and individuals at different levels in organization

+ Excellent written, analytical, and oral communication skills. Able to clearly and effectively present information

+ Strong project management skills, lead and manage projects from concept to completion in a matrix and at times ambiguous environment with demonstrated success

+ High proficiency with Microsoft Office suite, Smartsheet, and/or Observational research databases.

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
