Subject Matter Expert IV, Asset Manager

Job description

Summary:

The Subject Matter Expert on asset management, project planning and management with experience in budget preparation in support of the infrastructure portfolio. The contractor serves as the resident expert and point of contact on overseas asset management and extremely complex building systems and infrastructure issues. The contractor must have a high level of expertise to deal with unusual, unprecedented, or emergency conditions, e.g., flooding, loss of power, or loss of HVAC, etc, and determine which OBO Directorate is best suited to mitigate the emergent situation. The contractor is also responsible for providing facility management liaison services and post related to funded project planning, and coordinating the renovation and upgrade of existing consular section infrastructure. In furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to, the following:

Essential Functions

  • Quantify worldwide overseas consular sections deficiencies and determine cost to remediate those deficiencies;
  • Establish a yearly budget to address known deficiencies;
  • Establish a matrix to prioritize projects for execution on any given fiscal year;
  • Represent CA to both OBO and posts on all approved and proposed projects and recommend changing project priorities based upon funding resources;

Represent consular sections equities during OBO site surveys and pre-construction meetings;

  • Develop solutions to coordinate the management of multi-disciplined civil renovation and electrical upgrade projects;
  • Provide cost-effective options to resolve problems and improve reliability and performance on critical building operating systems and evaluate the most technically sound and extend equipment service life;
  • Provide project management guidance to post Facility Managers on all post-executed alteration, repair, and renovation projects;
  • Perform technical review of designs and proposals developed either at post or by OBO and conduct feasibility studies to determine a cost benefit of the proposed design;
  • Recommend either approval or disapproval of all CA funded project requirements by providing written analysis; and
  • Evaluate and manage post assessments of their existing condition and requirements.

Senior Management Relationships

  • The contractor is responsible for developing and guiding the relationship between offices, two bureaus under the overall guidance of the Undersecretary of State for Management. The contractor reports to the Executive Deputy Director and advises the Assistant Secretaryon managing and developing the physical infrastructure of consular sections overseas. As directed, the contractor can independently, or as part of an EX-team, plan and conduct studies of consular posts that present difficult and complex consular issues. This may involve conducting in-country visits or advising members of a Management Assistance Team (CMAT) and providing facility management presentations for use by regional consular conferences.

Microphones and Queuing Systems

  • The contractor is charged with developing a relationship with the manufacturers and distributors of microphone systems that are commonly installed in consular sections. They offer advice and support to OBO and/or posts interested in new microphone systems, guiding them in the search for a new or updated system and presenting them with the most appropriate options for their sections. They keep the Assistant Secretary informed of progress made in updating requirements for microphone systems.
  • The contractor is also charged with liaising with the Directorate of Technology (CST) and advising posts in the proper installation and use of CST-approved queuing systems.

Meetings

  • The contractor is responsible for scheduling and participating in monthly meetings between senior level contacts in CA and OBO to discuss design questions for consular sections. They shall engage OBO in discussions of design requirements for consular sections in consultation with the Assistant Secretary for and the Executive Director of Consular Affairs. The contractor shall schedule and facilitate quarterly meetings between OBO and CA at the Principal Deputy Assistant Secretary level. They shall keep their contacts in OBO apprised of changes in visa and passport application procedures and requirements and advise OBO on the potential impacts of those changes in CAs physical infrastructure requirements.

Competencies

In order to perform the above-referenced tasks the contractor shall possess a strong OBO background, and can acquire knowledge of CA programs within 1 year:

  • Comprehensive knowledge of OBOs programs;
  • Understand CAs consular management practices and IT systems sufficient to provide advice and guidance to OBO, Consular Officers and their staffs and to make consular-related funding and staffing decisions recommendations for overseas posts; and

Comprehensive knowledge of OBO, and the Department's structure, mission, and functions, policy and operations to coordinate extensive studies related to assessing and improving the consular management and operations.

  • 15 years experience as a Subject Matter Expert IV or equivalent experience;
  • Bachelor of Arts or Science (BA/BS) degree in an associated technical discipline or equivalent experience;
  • Mastery of advanced management and organizational skills, including the application of a wide range of qualitative and quantitative methods, in order to conduct surveys and studies of consular operations to assess productivity and efficiency;
  • Comprehensive knowledge of CA's and OBOs programs, consular management practices and systems, as well as laws, policies, regulations, and precedents pertinent to budget and human resource regulations and practices sufficient to provide advice and guidance to Consular Officers and their staffs and to make consular-related funding and staffing decisions recommendations for overseas posts;
  • Comprehensive knowledge of CAs, OBOs, and the Department's structure, mission, and functions, policy and operations to coordinate studies assessing and improving consular management and operations;
  • Ability to communicate effectively, both orally (English) and in writing (English);
  • Proficiency with Microsoft Word and Microsoft Excel software programs; and
  • Familiarity with Consular Affairs contract processes.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, a forty (40) hour work week. Evening and weekend hours required, as required by business need.

Experience

  • 15 years experience as a Subject Matter Expert IV or equivalent experience;

Education

  • Bachelor of Arts or Science (BA/BS) degree in an associated technical discipline or equivalent experience;
