Duties

This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Tribal and Indigenous Peoples (OTIP) in Washington, DC.

At the full performance level GG-15 the major duties of this position include, but are not limited to the following:

1. Advising on policy regarding ACHP activities affecting Indian Tribes, NHOs, and other Indigenous Peoples.

2. Preparing reports, policy positions, correspondence, and recommendations for the ACHP's Tribal/Native Hawaiian organization member.

3. Analyzing and drafting comments regarding legislation, Congressional initiatives, and administrative directives and policies that may impact on relevant portions of the NHPA regarding Indian Tribes, NHOs, and other Indigenous Peoples.

4. Serving on various working groups, including some established under the Executive Office of the President, and serving as a liaison with EOP personnel on historic preservation issues related to Indian Tribes, NHOs, and other Indigenous Peoples.

5. Serving as staff coordinator for the ACHP's Tribal and Indigenous Peoples Committee.

6. Ensuring OTIP (a) advises and coordinates with the Office of Federal Agency Programs (OFAP) on any Section 106 reviews or program alternatives identified by OFAP as having implications for Indian Tribes, NHOs, and other Indigenous Peoples; (b) conducts outreach and liaison activities with Indian Tribes, NHOs, and other Indigenous Peoples to develop partnership and cooperative initiatives regarding historic preservation in general; (c) in coordination with other ACHP offices, develops and implements training initiatives regarding the rights and roles of Indian Tribes, NHOs, and other Indigenous Peoples in the process under Section 106 of the NHPA (Section 106); and (d) in consultation with other offices of the ACHP, develops and disseminates guidance on the rights and roles of Indian Tribes, NHOs, and other Indigenous Peoples in historic preservation, including Section 106.

7. Supervising the staff of OTIP.

Salary Information

GG-15: $163,964 - $191,900 per year.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience.

Specialized Experience: To qualify for the GG-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is considered that which is in, or directly related to, the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is defined as:

1. Providing professional level work regarding cultural resources of significance to Indian Tribes, NHOs, and other Indigenous Peoples, including formulating policies, analyzing legislation, regulations, and initiatives, conducting consultation, and providing Section 106 support for reviews under Section 106 of the National Historic Preservation Act; and supervising staff engaged in such work

If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
