Current Career or Career-Conditional Federal Employees in the Competitive Service. Eligible Priority Placement Program DoD Military Spouses Preference (MSP) applicants, eligible PPP applicants, and current Federal VRA Employees. Duties
  • Assists Human Resources Specialists with their assigned programs and functions.
  • Advises customers as to why program criteria is met or has not been met and provides input on general solutions/alternatives to routine and/or recurring problems or issues.
  • Researches and interprets rules, regulations and procedural requirements to provide information and advice to managers regarding recruitment and placement or employee relations matters.
  • Reviews requests for personnel actions to ensure all required information is complete, adequate and in compliance with Agency and higher-level guidelines.
  • Performs a variety of technical and administrative support duties, such as preparing letters, agreements, awards and other documents for new hires.
  • Reviews, codes, and inputs a variety of personnel and/or payroll-related data into the Defense Civilian Personnel Data System (DCPDS) and/or the Defense Civilian Pay System (DCPS).
  • Applies knowledge of civilian pay entitlements, rules, and requirements to monitor accuracy of the data and compliance with prescribed regulations and procedures.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Specialized Experience:

You must have one year of specialized experience at the GS-06 or equivalent level. Specialized experience must be documented in your resume.Specialized experience is providing basic support and assistance to HR personnel in areas such as employee and labor relations; processing personnel actions and awards; responding to customers and/or inquiries on various human resources related issues; and utilizing automated Human Resources systems for the Agency's performance management program/system.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of Education for Specialized Experience: You may substitute one year of graduate level education which is directly related to the work of the position. Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Telework: Telework availability will be based upon the mission requirements and supervisory determination.

Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.
