Job description

The

SDWA

Compliance Manager

is responsible for developing, implementing, and managing programs related to the Safe Drinking Water Act ( SDWA ) requirements.

Areas of responsibility include compliance management of major high profile National Primary Drinking Water Regulations, including Lead and Copper Rule, Revised Total Coliform Rule, Stage 2

DBP

Rule, and Surface Water Treatment Rule. This position also requires the ability to lead Commission-wide effort to manage water quality operations and ensure long-term and short-term compliance. The

SDWA

Compliance Manager may support the Water Quality Division Manager by providing technical supervision over professional or sub-professional positions.Essential FunctionsProvides enterprise-wide oversight of

SDWA

compliance operations, including water treatment, compliance monitoring, reporting, lead service line replacement and associated activitiesOversees regulatory compliance operations that include planning and operation of compliance monitoring programs, preparation and review of compliance reports, monitoring of

SDWA

compliance data, and response to issues that may impact compliance statusImplements short-term and long-term programs to meet current and future regulatory requirementsConducts technical analysis of

SDWA

legislative and regulatory matters on any regulations or policies that impact water qualityWorks with agencies such as

AWWA ,

EPA , and

MDE

as required to coordinate or negotiate water quality standards and goalsParticipates in regulatory or policy-making processes on water quality at the state or national level to effectively represent

Water in negotiations or development of joint projects with external organizations, establishes and maintains collaborative working relationships with all levels at the Commission, various agencies, representatives of the community, water industry, regulatory agencies, special interest groups, and the publicCommunicates water quality problems, public health impacts, remediation plans, and related laws/codes/regulations to the public in an effective, tactful, and courteous mannerProvides technical knowledge and recommendations to the Water Quality Division Manager regarding policies, procedures, communications, and operational decisions on major water quality issues, including protection of public health, regulatory compliance, and long-term roadmapDevelops metrics to gauge performance related to

compliance; implements KPIs and performance tracking tools and procedures; implements work management tools and business interfacesAssists in developing budget and funding strategies for the

SDWA

programs, including federal and state loan/grant opportunities,

budgeting, and development of operational budgetDevelops SOPs regarding compliance monitoring, reporting, and response to water quality alertsOther Functions

Completion of the Washington Suburban Sanitary Commission Water Financial Disclosure statement within 30 days of employment and annually thereafterPossession of a valid driver s license, with no more than 4 points, and the ability to obtain and maintain a

Water driver s permit within 90 days of hire or transfer datePreferences

Master s degree in environmental science/engineering or related fieldExperience directing an
