Overview:The Project Manager is responsible for planning, executing, and overseeing projects from initiation to completion, ensuring they are delivered on time, within budget, and according to specifications. They lead cross-functional teams, manage resources, and communicate with stakeholders to achieve project objectives and deliver successful outcomes. This position will require deployment to disaster areas. Federal Emergency Management Agency (FEMA) will require the individual to deploy to a covered disaster are within 48 hours of notification.The deployment areas will cover FEMA regions 3 & 4, Delaware, DC, Maryland, Pennsylvania, Virginia, West Virginia, Alabama, Mississippi, Florida, North Carolina, South Carolina, Georgia, Kentucky, and Tennessee.Job Summary:Project Planning: Develop project plans, including scope, goals, deliverables, timelines, budgets, and resource requirements, in collaboration with stakeholders and team members.Team Leadership: Lead and motivate cross-functional project teams, providing guidance, direction, and support to ensure alignment with project goals and objectives.Resource Management: Allocate resources effectively, including personnel, equipment, and materials, to ensure optimal utilization and efficiency throughout the project lifecycle.Risk Management: Identify potential risks, issues, and dependencies that may impact project success, and develop mitigation strategies and contingency plans to address them.Communication: Communicate with project stakeholders, including clients, sponsors, team members, and senior management, to provide regular updates on project status, progress, and key milestones.Quality Assurance: Monitor project deliverables and outcomes to ensure they meet quality standards and adhere to project requirements and specifications.Budget Control: Monitor project budgets, track expenditures, and control costs to ensure projects are delivered within approved financial constraints and funding allocations.Change Management: Manage changes to project scope, schedule, and resources, assessing their impact and communicating with stakeholders to ensure alignment and minimize disruptions.Documentation: Maintain accurate project documentation, including plans, schedules, budgets, meeting minutes, and progress reports, to facilitate transparency, accountability, and knowledge transfer.Closure and Evaluation: Facilitate project closure activities, including final deliverable acceptance, lessons learned sessions, and post-project evaluations, to capture insights and improve future project performance.

NoSkills & Abilities:Strong understanding of project management principles, methodologies, and best practices, including PMBOK (Project Management Body of Knowledge) and Agile frameworks.Excellent leadership, communication, and interpersonal skills, with the ability to influence and motivate cross-functional teams and stakeholders.Solid organizational and time management abilities, with the capacity to prioritize tasks, manage multiple projects simultaneously, and meet deadlines in a fast-paced environment.Analytical and problem-solving skills, with the ability to anticipate issues, identify solutions, and make data-driven decisions to drive project success.Proficiency in project management software and tools, such as Microsoft Project, JIRA, or Asana, as well as Microsoft Office Suite (Word, Excel, PowerPoint).Experience with risk management, change management, and stakeholder management processes and techniques.Adaptability and resilience to navigate ambiguity, handle challenges, and drive results in dynamic and evolving project environments.Flexibility to work irregular hours, including evenings, weekends, and holidays.Willingness to travel and work in disaster-affected areas for extended periods, often in challenging conditions.Live within driving distance of a metropolitan airport.Additional Skills (Preferred):Advanced project management certifications or specialized training in areas such as Agile, Scrum, Lean Six Sigma, or ITIL (Information Technology Infrastructure Library).Experience working with diverse teams, including virtual or remote teams, and managing projects with global or multicultural dimensions.Knowledge of industry-specific regulations, standards, and compliance requirements relevant to project delivery.Familiarity with project management software integrations, data analytics, and reporting tools for performance tracking and decision support.Experience in stakeholder engagement, customer relationship management, and business development activities related to project delivery and client satisfaction.Education/Experience:5 years of experience in a related field (with a bachelor s degree) or 10 years of experience in a related field.Proven experience as a Project Manager or similar role, managing complex projects from initiation to closure, preferably in a relevant industry or sector.Certification(s):N/AClearance:Must be able to obtain and sustain a Public Trust clearance.Nice to Have:Completed the following FEMA Courses:IS-1000 Public Assistance Program and EligibilityIS-1001 The Public Assistance Delivery Model OrientationIS-1002 FEMA Grants Portal Transparency at Every StepIS-1004 The FEMA Site Inspection ProcessIS-1018 Determination Memorandums and Appeals7116 - Program Delivery Manager7117 - Site Inspection
