Job Duties

The Department for the Blind and Vision Impaired (DBVI) enables blind and vision-impaired individuals to achieve their desired levels of employment, education, and independence.

We are currently seeking an individual to serve as our Deputy Commissioner of Services. is responsible for directing the blind and visually impaired services long term strategic planning and relationship management. Provides visionary, dedicated leadership to elevate blind and visually impaired services in the Commonwealth of Virginia.

The Deputy Commissioner for services is responsible for providing direction to a diverse statewide system of state and federally funded blind and visually impaired services. To ensure that the department provides quality services to its customers which are blind and visually impaired; to evaluate current methods of service delivery and develop new approaches to enhance service delivery based on data; to ensure that services are responsive to the identified needs of customers; to ensure that federally funded programs meet standards and indicators for performances, to participate in establishing performance goals for all programs and assuring that goals are achieved.

Minimum Qualifications:

The ideal candidate will have:

Comprehensive &/or proven experience:

  • Proven experience in a leadership, management, or supervisor position in a complex human services environment.
  • Extensive management experience in multiple service programs.
  • To lead, motivate and direct employees at all levels in the delivery of services that are responsive to the needs of customers, and which meet established benchmarks for performance and quality.
  • In positions of increasing responsibility in a comprehensive service delivery system for persons with significant disabilities, blindness and or vision impairments.
  • Demonstrated commitment to compliance with applicable laws and regulations, state and agency business conduct and other policies and procedures.

Comprehensive knowledge of:

  • In developing and maintaining effective working relationships with internal and external stakeholders.
  • Best practices for the rehabilitation of individuals with significant disabilities.
  • The key components of a comprehensive service delivery system for persons who are blind and visually impaired and deafblind.
  • With state procurement policies, rules, and regulations of MS Office and database systems

Skills/Ability:

  • Demonstrated skill and ability in developing budgets and allocating budget resources, track expenditures, and adjust budget based on expenditures and available resources. Ability to identify opportunities to increase efficiency and minimize cost.
  • Plan, direct, organize/prioritize, and coordinate the work of professional personnel.
  • Practice collaborative management techniques to build rapport, add value and effectively problem-solve with their direct reports as well as other internal and external stakeholders across the agency and state government.
  • Interpret and implement internal and external policies and procedures.
  • Conduct research and analyze data to reach accurate, logical, and defensible conclusion.
  • Provide sound guidance and direction to agency leadership.
  • Provide exceptional customer service and service delivery with excellent oral and written communication skill.
  • Establish and maintain effective working relationships with a wide customer base and multi-level leadership group.
  • Work independently exercising good judgment.
  • Ability to analyze data, evaluate existing services and to modify the system to meet changing needs of customers.

Additional Considerations:

  • Extensive training in vocational rehabilitation, counseling, disability services, social sciences, special education, or public administration.
  • Extensive knowledge of state government operations and rehabilitation practices.
