Apogee Engineering is seeking a Program Manager to lead US Strategic Command (USSTRATCOM) NC3 Enterprise Center (NEC)'s Systems Engineering and Integration (SE&I) advisory and assistance task order. This position will be primarily on-site at Ft Meade, MD.

What you will be doing:

  • Leading technical service delivery for a 50 plus-person team providing SE&I across the Nuclear Command, Control, and Communications (NC3) Enterprise Center (NEC).
  • Providing supervision, leadership, and guidance for contractor personnel assigned to the task order, including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing task order performance.
  • Leading projects that involve the successful management of teams composed of systems engineers, enterprise architects, subject matter experts, test engineers, and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems.
  • Ensuring the application of systems engineering best practices, established standards, and development of new standards to ensure seamless interoperability across the NC3 Enterprise.
  • Preparing and executing a Task Order Management Plan that ensures service delivery within cost, schedule, and performance requirements.
  • Establishing and managing a Work Breakdown Structure and tracking performance against an Integrated Master Schedule for service delivery.
  • Leading monthly Contractor Performance Reviews, quarterly Program Management Reviews, and building/submitting Monthly Status Reports documenting accomplishments, work delivered, status, risks/mitigations, and cost.
  • Partnering with Apogee corporate support to manage the quality and efficiency of the task order, including technical issues, business processes, financial planning/execution, and personnel performance.
  • Coordinating workforce sourcing, recruiting, onboarding/orientation, and retention for the task order.
  • Planning, coordinating, and facilitating contractor travel and other direct costs with the Government.
  • Collaborating with customer representatives to understand and meet emerging Government requirements, goals, and objectives.
Minimum Experience

Citizenship: Must be a US citizen

Clearance: Must possess and maintain a TS w/ SCI eligibility with additional eligibility for NC3-related accesses

Education: Bachelor's degree in Business Administration, Management, Engineering, Engineering Management, Information Systems, or Computer Science

Years of Experience:
  • 12+ years' IT Program Management experience (8 years of direct supervision of IT software development, integration, maintenance projects, and/or telecommunications systems and at least 5 years of demonstrated relevant Program Management experience.
  • Possess 3 years of experience with the NEC or -equivalent relevant experience at the Joint Staff, Service Headquarters, or Combatant Command level.
  • Experience leading SE&I projects for a Department of Defense (DoD) customer.
  • Proven leadership abilities with large teams within a dynamic, geographically distributed working environment.
  • Exceptional written and oral communication skills.
Preferred Experience

Certifications: Project Management Institute (PMI) Project Management Professional (PMP) (or equivalent Enterprise IT) certification
  • Experience with Scaled Agile Framework (SAFe) methodology and/or Scrum certification

Regular part-time employees scheduled for twenty-four or more hours per work week are eligible for benefits on a pro-rated basis.
  • The base pay for this position ranges from $143,420 to $210,000 across the U.S. There is a different range applicable for specific work locations. Base pay is based on a number of factors and may vary depending on job-related knowledge, experience, skills, abilities, training, and education.
