About the position:The Associate Director is responsible for assisting in the strategy, technical assistance, program management, and evaluation of the Africa and Middle East regional portfolio in line with Americares overarching strategy and operational plan. The Associate Director is part of a highly efficient and motivated team. She/he/they will support Americares programs across access to medicine, emergency programs, and health systems strengthening across women's and children's health; social and behavioral change and community engagement; water, sanitation, and hygiene; climate and health; mental health; and non-communicable diseases. The role is highly collaborative and involves regular engagement with internal and external stakeholders. The Associate Director will work closely with the Tanzania country team (and other countries, if needed) to identify innovative approaches to health issues and design programming activities.

The Associate Director supports the Senior Director in identifying opportunities for developing and supporting the implementation of projects designed to build local capacities within the context of Americares Strategic Plan and its global health programmatic framework.

Key Outcomes:

In the first 90 days, the Associate Director will:

Learn and live the Americares values.

Complete all required new hire onboarding trainings.

Develop a high-level understanding of Americares global programs and a general understanding of the Africa and Middle East portfolio.

Develop an understanding of Africa and Middle East's (AME) communications and knowledge management materials, including draft materials for website update.

Successfully liaise with AME and Marketing and Communication team members in proposing initial communications and knowledge management draft workplan, agreed upon by key stakeholders.

Develop and demonstrate a comprehensive understanding of the Tanzania's program portfolio and programming priorities, strategies, systems, geographic scope, as well as the organizational structure, policies, and procedures.

Develop an understanding of Tanzania program budgets and propose a joint review and planning system (in collaboration with Tanzania's finance team) on budget vs. actuals reviews and forecasting.

Establish strong working relationships with internal stakeholders across Programs and other key departments.

Support internal and donor reporting.

In the first 6 months, the Associate Director will:

Review program data review systems with Tanzania programs teams, and collaboratively develop a system for joint data reviews and strategy discussions on quarterly basis.

Strengthen and streamline internal program reporting systems for Tanzania fistula, WASH, and emergency response projects.

Improve program budget management tools and pilot joint AME/Tanzania meetings for program budget management.

Support Sr. Director in identifying key funding prospects and partners for partnership development; support developing Americares capabilities statements for Tanzania.

Successfully lead implementation of AME communications and website update workplan, coordinating with AME, country team, and Marketing and Communications team members. Develop at least one sample for marketing collateral for the region, in collaboration with the Marketing and Communications team.

Identify capacity-building initiatives for program staff and develop at least one training deck collaboratively with AME team members that can be used for Tanzania and adapted cross-regionally.

Support the Sr. Director in meeting donor reporting deliverables, including compliance related issues (e.g. transaction reviews, requests for donor approvals, etc.),

Support Sr. Director in developing and coordinating proposals, including RFA analyses, quality assurance, proposal writing, and cost development.

Develop a strong understanding of Ghana and Liberia programs and priorities for surge support with funding opportunities.

In the first year, the Associate Director will:

Successfully help raise visibility of Americares for external audiences via communications materials/website updates and social media platforms, as well as support Sr. Director in identifying strategic partnerships and developing capabilities statements, pre-teaming agreements, etc. for the region

Implement robust budget vs. actuals/forecasting meetings with streamlined tools for Tanzania Implement strategic program data review meetings for all programs in Tanzania on quarterly basis.

Build out capacity building plan to strengthen alignment with best practices and standards in proposal development, program design, management, and evaluation collaboratively with the team; conduct at least 1 workshop in Tanzania.

Support Sr. Director in proposal development and coordination primarily for Tanzania, and for other countries and the region as needed.

Contribute to identifying opportunities for streamlining internal coordination and proposal development processes and start implementation.

Monitor emergency response efforts in the AME region.

Duties and Responsibilities:

Strategic Planning

Support the annual strategic planning process and ensure that all program and project development and implementation is aligned with Americares strategic vision.

Program/Partnership Oversight and Development

Ensure high level of excellence in execution of our programs and partnerships through the successful design, delivery and evaluation of our projects against targets with an emphasis on disciplined project management and robust M&E activities.

Work with teams to follow project cycle management principles in order to design impactful programs.

Support Sr. Director in raising visibility and building alliances with donors, peer NGOs, partners, government agencies and other local and international stakeholders for collaborative approaches.

Support Sr. Director, Africa and Middle East Programs in program development in terms of prospecting, pre-positioning, and pursuing new funding opportunities, in coordination with internal stakeholders.

Support donor engagement activities as needed.

Program Implementation and Backstop

Support the Tanzania country office (and other country offices, as needed) in program design and the development of corresponding internal deliverables for various programs.

Conduct data collection and analysis of field data for programmatic assessments, e.g., needs assessments for program design, monitoring and evaluation (M&E) of indicator data for current programs, as needed.

Support the country office(s) in ensuring high program quality for its portfolio, including conducting literature reviews of global/national guidelines and assessing alignment, reviewing indicator data, developing and adapting program tools, etc.

Support program implementation in terms of work-plan development and monitoring and liaising with HQ for technical assistance for country offices.

Facilitate the development and review process of training curricula and information, education, and communication (IEC) materials for various programs.

Lead development of training content and roll-out for trainings and workshops with country program staff and partners on key program design and management topics and best practices.

Support country and HQ teams in developing reports and deliverables for donors, including USAID.

Facilitate budget vs. actuals analysis and forecasting processes in collaboration with country teams and Finance departments, including development of tools and facilitation of meetings.

Program Communications and Knowledge Management

Lead development of knowledge management systems for the region, while maintaining accurate information sharing, including repository of national and global policies.

In partnership with Africa and Middle East Programs team and Marketing and Communications teams:

oLead development and implementation of plan for updating website content for Africa and Middle East Programs.

oLead development of external-facing marketing materials, including briefs, social media posts, etc., for regional program and medicine security efforts.

oSupport Sr. Director, Africa and Middle East Programs in other regional priorities and initiatives, as requested.

These competencies are required for the role:

1.Master's degree with concentration in a relevant field including, but not limited to, global health, public health, international development.

2.Demonstrated success in program development, strategic planning, management and implementation, and evaluation in global public health, medical relief, international aid, healthcare, emergency response and/or managing pharmaceuticals.

3.Technical expertise in reproductive, maternal, newborn, child, and adolescent health and social and behavioral change programming.

4.Strong experience in grants and business development, including capture strategies, development and management of multi-year proposals, and partnership development across private and institutional funding sources.

5.At least two years of proposal development and/or grants and budget management experience with US government donors and/or foundations.

6.Direct professional experience in Eastern and/or Central Africa and cultural/regional knowledge of Africa

7.Demonstrated ability to work across cultures and language barriers History of building partnerships-working effectively and respectfully with host country governments, local and international NGOs, and the private sector in complex environments.

8.Successful team or project lead experience with the ability to successfully motivate a team to accomplish the goals of the department and organization, with an ability to focus on the bigger vision while providing attention to detail.

Ability to travel up to 25% of the time.

US work authorization is required for this role.

These competencies would be great to have, but are not required:
  • Diverse public health experience across sectors within the region.
  • Strong familiarity with Tanzania.
  • Knowledge of Swahili and/or French is an asset.


Fluency in languages that are spoken in at least one of our core locations (India, Philippines, Tanzania, El Salvador, Puerto Rico, Colombia, etc.), in addition to English.
