Responsibilities:

The Director of Contracts, under minimal supervision, manages and coordinates all activities involved in the administration of contracts in accordance with Federal Regulations, Uniform Commercial Code (UCC), company policies and procedures, applicable laws, and appropriate standard business practices. In assuming this position, you will be a critical contributor to meeting Empower AI's mission: We are here to fundamentally improve how the government conducts business and help its leaders achieve their missions by realizing the promise of AI.

Responsibilities:

  • Manages all activities over a broad spectrum of assigned duties and responsibilities.
  • Supports proposals to include preparing contractual volumes/documents, participating in proposal reviews from a compliance perspective and ensuring that solicitation requirements are met and overseeing proposal support activities of staff.
  • Manages and prepares GSA Schedules and GWAC proposals for new contracts and modifications to existing contracts and negotiates to meet company objectives. Administers same contracts.
  • Performs contract/subcontract reviews, negotiates as necessary to meet company objectives.
  • Reviews contract/subcontract modifications and associated proposals for completeness, compliance and accuracy of contractual documentation.
  • Responsible for effective communication with Contracting Officers and Prime Contractors contractual points of contact.
  • Total Contract Value of managed contracts can range from $20 million to $800 million.
  • Monitors performance, funding and payments on assigned contracts.
  • Notifies management of potential non-compliance and other problems that could have an adverse impact to the company and supports risk mitigation.
  • Ensures compliance with all government contract reporting requirements.
  • Participates in customer business management reviews, focusing on contractual issues.
  • Works with legal counsel to advise management on contractual rights and obligations.
  • Assists program managers in addressing issues with subcontractor/vendor performance.
  • Ensures compliance with Companys government property system.
  • Documents best practices and develops policies and procedures as necessary to ensure efficient and effective contract administration support to the Company.
  • Reviews and negotiates Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs) to ensure Company objectives are met.
  • Evaluates Organizational Conflict of Interest (OCI) issues and drafts Mitigation Plans as necessary.
  • Occasionally travels as needed to support contracts-related meetings, proposals and negotiations.
  • Supervises contracts administration staff.


Qualifications:

Requirements:

  • Bachelors Degree or equivalent related experience
  • 10-15 years of government contracts administration experience
  • 5-10 years of managerial experience
  • Strong working knowledge of the Federal Acquisition Regulation and agency supplements
  • Experience in administration of Federal Supply Schedules

  • Travel minimally, via car or plane, which requires ability to manage luggage, laptop, and briefing materials (up to 25 pounds)
