Summary About the Position: This is a supervisory, permanent position with Headquarters, U.S. Army Corps of Engineers, Office of the Chief of Staff (CoS), located 441 G. St. NW Washington, D.C. Responsibilities Serves as the Deputy Chief of Staff, with responsibility for matters involving interpretation, implementation, formulation, and evaluation of administrative policies and procedures relating to the management of HQ's staff functions. Serves as the Chief of Staff (CoS) as designated. Develops administrative policy positions and/or directive actions for issuance to U.S Army Corps of Engineers (USACE) staff organizations. Ensures implementation of the strategic direction, decisions, plans, and other actions emanating from the Chief of Engineers and/or Deputy Chief of Engineers/Chief of Staff. Uses knowledge of strategic direction, policies, organization, mission to independently determine methods of accomplishing objectives and assignments to complete requirements based on judgement, soundness and conformity to broad policy objectives. Reviews daily, assesses risks, recommends, risks, recommends, actions and provides oversight on personnel activities, budget related activities, manpower resources, operations and controls and security across the HQ. Directs and manages the USACE, Headquarters manpower resources based on fiscal appropriations. Tracks Staff resolution of operational requirements and actions. Provides critical review of action papers, staff studies, Engineer Regulations and Manuals, and special action papers. Represents USACE at meetings, briefing sessions, and conferences with senior officials from other Corps Headquarters elements and subordinate activities. Provides supervisory authority to administrative and other staff with responsibility of performance and personnel management, employee development, manpower allocation, logistics and Equal Employment Opportunity. Specialized Experience: One year of specialized experience which includes: 1) supervising the review and implementation of current processes/procedures to optimize and efficiency and productivity of programs and operations; 2) leading the analysis of data to assist with the integration of new programs and operations required by Command directive; 3) directing staff functions and actions to include one or more of the following areas; Safety, Resource Management, Equal Employment Opportunity, Public Affairs, Human Resources, Logistics, Security; and 4) supervising and leading military and civilian personnel to meet mission objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Leadership Organizational Awareness Planning and Evaluating Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement.
