Job description

Summary The Office of Inspector General (OIG) of the Architect of the Capitol (AOC) heads an independent and objective organization responsible for audit, investigation, and inspection and evaluation related to programs and operations of the AOC. The OIG provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud, waste and abuse. Responsibilities Law enforcement retirement is available; law enforcement availability pay is not. As the Assistant Inspector General for Investigations (AIGI), you will manage day-to-day direction, supervision, and oversight of the Investigations Division, which includes the following: Supervision and Management: Supervise a group of employees performing work at the GS-14 and below. Provide administrative and technical supervision necessary for accomplishing the work of the Investigations Division. Assign duties and evaluate performance. Develop performance requirements for subordinates and ensure a mutual understanding of the performance standards. Resolve complaints and grievances and foster a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization. Provide leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Perform excellent interpersonal skills necessary to interact with AOC staff, senior staff, officials from other agencies, Congress and the general public. Demonstrate skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language. Compiles statistics and other evaluative data to measure operational and investigative effectiveness and results. Continuously reexamines strategy, trends and personnel requirements in order to make recommendations to senior OIG staff regarding the appropriate allocation of resources within the Division. Conducts management oversight to ensure compliance with Division policies and procedures. Fraud, Waste and Abuse Investigations: Provide oversight, supervision and direction to subordinate special agents involved with allegations of fraud, waste and abuse related to management practices, operational performance and safety issues, budgeting, accounting and contracting practices. Conduct exceptionally sensitive investigations. Review and approve investigative plans for referral. Communicate actions and seek advice and input on referrals and/or investigative plans with senior OIG staff. Direct criminal and administrative investigations concerned with independent individuals or small, local groups of individuals suspected of committing crimes on Federal property. Investigate employment matters, such as the alleged cause of personal on-the-job injuries and workers compensation claims and any and all relevant matters of importance to the OIG and the AOC with particular emphasis on whether the agency is providing quality service to Congress. Authorize investigations into allegations of wrong doing related to contracts, including any delays, escalating costs, budget and accounting methods and the level or lack of management oversight. Maintain records and documentation to keep the Architect and the Congress fully informed about problems and deficiencies relating to the administration of programs and operations of the AOC. Ensure that investigations are conducted in accordance with the Inspector General Communitys Quality Standards for Investigations and assists with management of the IG Hotline and other intake sources through which information comes to the OIG. Determine the order of priority for multiple investigations based upon available resources and seriousness of the allegations. Coordinate with the UASA, DOJ, FBI, other agencies and local law enforcement in the prosecution of potential cases. Program Administration and Reporting: Develop reports and statistical data to track and direct program actions and oversight activities to assess productivity and performance in response to Congressional and AOC inquiries and/or public interest. Provide detailed performance and productivity data for the OIG Semiannual Report to Congress and as required for other reports and issues. Maintain liaison and advisory relationships with AOC managers, Congressional Staff, as well as with the Council of the Inspector Generals on Integrity and Efficiency (CIGIE) and its committees as applicable. Develop a and maintain a budget, resources and program planning documents to track expenditures for office contracts, training, and travel that may require incumbent to serve as a Contracting Officers Representative. Analyzes new or revised legislation, statutes, regulations, policies, court decisions, and procedures affecting both OIGs and the AOCs programs and operations to identify impact on AOC programs and operations and on the prevention or detection of fraud, waste and abuse, and ensures that OIGs policies and procedures appropriately conform or are revised as necessary. You must have completed the Federal Law Enforcement Training Center Basic Criminal Investigator Training Program or equivalent. You must be able to carry a firearm while performing duties, maintain firearm proficiency and successfully pass periodic firearm qualifications. In accordance with Title 18 U.S.C. Section 922(g)(9), any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. It is available for your review on the OPM web site at Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes having 3 out of the 5 following: 1. Performing leadership experience by supervising/directing criminal investigators in fraud investigations on complex cases in an organization. 2. Conducting and managing criminal, civil and administrative investigations for the purpose of finding, remedying and/or preventing fraud, waste and abuse. 3. Performing administrative and technical supervisory functions such as developing reports and statistical data. 4. Developing and executing complex fraud investigations and operations which encompass difficult and diverse functions or issues that affect critical aspects of major agency-wide programs. 5. Provides oversight of all OIG investigative activities designed to prevent and detect fraud, waste, abuse and misconduct by employees and contractors (ex: credit or purchase card fraud, forgery or thefts, improper use of agency resources) Education Bachelor's Degree (preferred) Additional Information Welcome Veterans.
