Job description

Candidate MUST possess a TS/SCI clearance with Intel Polygraph Overview: The Sponsor is looking for a skilled requirements specialist with expertise in JIRA. Requirements SpecialistThe Sponsor is revolutionizing analysis by delivering innovative tools that enable users to better find relevant information, identify connections in the data, and collaborate with the Sponsor and Sponsor's partner's counterparts. One of the Sponsor's goals is to make analysts more effective at their jobs. The Sponsor seeks a dynamic candidate with multifaceted knowledge of requirements gathering, validation, and tracking to join its existing group of Subject Matter Experts, Requirements Specialist, Systems Analysts, Systems Engineers, PMs, Trainers and Mission Partners. This is a fast-paced mission-supporting, analytical environment, which manages mission requirements and introduces cutting-edge technologies. The Requirements Specialist will support the Agile requirements process for application development, attend regular team meetings to discuss ongoing application updates and improvements, help the product owner and development team to achieve customer satisfaction, and elicit application requirements from stakeholders. They will also collaborate with local and community end users, collaborate with the Sponsor and its development partners, incorporate requirements into the application development plan, and support the Sponsor's analytic production application and analytic workflow processes. Finally, the Requirements Specialist will provide end user support and oversee the requirements tracking process. 1.(Mandatory) Demonstrated experience managing requirements in an Agile development environment and consulting in a multi-project environment. 2.(Mandatory) Demonstrated experience using JIRA project management software. 3.(Mandatory) Demonstrated experience providing training and demonstrations to application users. 4.(Mandatory) Demonstrated experience drafting and performing a vetting process for new requirements, making sure all relevant information is provided prior to Sponsor approval/concurrence. 5.(Mandatory) Demonstrated experience coordinating and facilitating exchange meetings or forums to determine customer needs. 6.(Mandatory) Demonstrated experience consulting with customers to clarify and validate complex requests. 7.(Mandatory) Demonstrated experience coordinating, facilitating, and providing substantive input to meetings to assist in the design and implementation of requirements and to determine the impact of changes. 8.(Mandatory) Demonstrated experience facilitating meetings with stakeholders to prioritize work. 9.(Mandatory) Demonstrated experience performing a final technical review and validation of requirements. 10.(Mandatory) Demonstrated experience preparing requirements for review and acceptance. 11.(Mandatory) Demonstrated experience ensuring all outstanding requests for requirements are tracked. 12.(Mandatory) Demonstrated experience monitoring submitted requirements and communicating their status. 13.(Mandatory) Demonstrated experience interacting with service providers and customers to resolve complex concerns associated with pending or in-process requirements. 14.(Mandatory) Demonstrated experience ensuring follow-up with customers and service providers, verifying the completion of requirements with customers and service providers, and ensuring expectations are properly met. 15.(Mandatory) Demonstrated experience assisting with the collection and reporting of requirements-related metrics. 16.(Desired) Demonstrated familiarity with the Sponsor's production applications and analytic workflow processes. 17.(Desired) Demonstrated experience using Tableau desktop to provide high-level data visualizations. 18.(Desired) Demonstrated experience conducting application adoption activities with the Sponsor and its partners. 19.(Desired) Demonstrated experience with Confluence software. 20.(Desired) Demonstrated experience supporting project managers, subject matter experts, and the Sponsor by planning projects, developing contingencies, and producing schedules. 21.(Desired) Demonstrated experience supporting concept development, systems specifications, technical exchanges, and metrics analysis. 22.(Desired) Demonstrated experience resolving problems, to include organizing and structuring solutions to complex problems. 23.(Desired) Demonstrated experience coordinating and collaborating skills with the ability to work successfully across organizational boundaries. 24.(Desired) Demonstrated experience testing end-to-end requirements in applications for making deployment decisions. 25.(Desired) Demonstrated experience at the working level with the Sponsor's Project Management Framework.
