Duties

* Provides leadership and direction to four OPACE staffs that plan, coordinate, and execute communication programs related to the Agency's primary mission.

* Promotes the principle of equal opportunity in written and oral communications with individuals within and outside of the work unit.

* Exercises personal leadership and responsibility in maintaining and carrying out a continuing affirmative action employment program of employees under his or her direct or indirect supervision.

* Participates in coordinating and approving the overall program planning of officials in charge of subordinate organizational units.

* Responsible for directing the technical, administrative, and operating phases of the Congressional and Public Affairs Staff, the Digital and Executive Communications Staff, the Food Safety Education Staff, and the Freedom of Information Act Staff.

* Plans work to be accomplished by subordinates, sets priorities, and prepares schedules for completion of work.

* Assigns work to subordinates based on priorities and the requirements of the assignments.

* Develops performance standards for subordinates and evaluates performance.

* Reviews work products of subordinates and accepts, amends, or rejects such work.

* Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to achieve optimum results while planning for future needs.

* Serves as a member of the FSIS Management Council, representing the program area and contributing to the overall business governance of the Agency.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.).

Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service that includes:

* Performing/acting as a subject matter expert in agency wide procedures and policy application, providing guidance and advice to senior leadership.

* Supervising and developing professional and administrative staff by scheduling priorities, assigning work, evaluating performance, and providing advice and counsel on technical or administrative matters.

* Experience that demonstrates the ability to build strong working relationships among people and organizations with diverse interests and/or opinions, including regulated industry, professional or public health, advocacy consumer organizations, Federal and State government partners, or Congress.

* Providing oversight and guidance on implementing staffing allocations and planning for long-range staffing needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
