Job description

Summary This position is located in the Service Transition Division, Office of Consular Systems and Technology Division, Bureau of Consular Affairs (CA/CST/ST). The incumbent serves as the Chief of the Service Transition Division with the authority and responsibility to plan and oversee all ST programs and system transition activities that support broad Bureau and Department information management requirements relating to consular services, border security, and information sharing. Responsibilities Oversees certification and accreditation for all new and updated applications, ensuring applications remain secure and compliant through continuous security monitoring. Responsible for a broad range of activities focused on identifying, organizing, and controlling software and hardware configuration changes to preserve the integrity and functionality of deployed systems and applications. Develops and updates, as necessary, strategic plans that guide the current and future direction of the assigned program, including program segments. Plans, coordinates, communicates, integrates and is accountable for the success of the program. Embraces a leadership style that ensures that the Division actively seeks ways to continuously improve CST operations and strengthen its ability to effectively support the CA global mission. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in applications design, development, cybersecurity vulnerability analysis and assessment, maintenance, configuration management, and software engineering management processes and enhancements to improve user capability; Experience in new IT trends and developments; researching emerging technologies and their applications to business processes; and project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring customer IT activities, and evaluating and reporting on project activities and accomplishments; Experience in managing information sharing initiatives with multiple organizations; and Experience in leading and conducting strategic requirements analysis to develop future technology planning; researching and developing hardware/software specifications and conducting cost benefit analysis for acquisition and implementation for a large organization. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
