Summary The position is in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent House Office Buildings (HOB), Assistant Superintendent Tenant Services, Facilities Operations or Client Services Division. The incumbent is a Supervisory General Engineer (Assistant Superintendent) and has professional, administrative, management and supervisory oversight for an assigned area of accountability. Responsibilities The individual selected for this position will perform the following: Assists the Superintendent and the Deputy Superintendent in the overall management of the HOB. Provides advice and recommendations to the Superintendent on policy matters related to the management of the HOB. Manages the following branches: Tenant Projects, Carpentry (including Wood Crafting), Masonry and Painting (including Plastering) and Sheet Metal comprised of approximately 120 positions; Mechanical Systems, Electrical (including Electronics) and Elevators comprised of approximately 170 positions; Labor, Custodial and Service Center branches comprised of approximately 310 positions. Responsible for tenant renovations within the HOB. Meets with clients to establish scope items for renovation requests and works with clients to build and execute renovation plans that are in line with service provision offered by the House Superintendent s office and that comply with established guidelines set forth by the House Superintendent, the Speaker s Office and the Committee on House and Administration. Schedules resources and trades and is responsible for overall successful execution of office renovation programs. Fully supports Member and Committee under all division moves. Responsible for operational maintenance, repair, replacement or adjustment of equipment, facilities, systems, controls, energy conservation, sustainability and recycling. Establishes and executes annual programs that provide for the timely maintenance and care of HOB assets. Establishes programs and works with shop supervisors to execute on an annual basis the care, maintenance or renewal as required. Fully supports House Capital improvement projects. Responsible for environmental cleanliness of the HOB, preservation of historical assets and functionality of historic facilities. Establishes and executes annual programs that provide for the timely maintenance and care of HOB assets. Establishes programs and works with shop supervisors to execute on an annual basis the care, maintenance or renewal as required. Fully supports House Capital improvement projects. Responsible for short- and long-range planning, establishing goals, working in a team environment and interfacing closely with finance, budget, contracting partners and in-house staff to drive fundamental processes in support of the HOB operational needs. Responsibilities include reviewing designs, construction, operations and maintenance and/or commissioning of multi-million dollar projects. Must be able to support HOB revenue targets by leading or supporting existing projects as assigned and support company sales initiatives as requested by the Superintendent. Exercises responsibility for the planning, direction, execution and control of all in-house projects from conception through commissioning and associated contract resources involved in modernization construction projects, preventive maintenance and repair of the HOB. Exercises full authority to make decisions and commitments within established guidelines. Utilizes professional knowledge architecture, mechanical engineering, electrical engineering, structural engineering, civil engineering or industrial engineering to approve designs and scheduling. Responsible for ensuring compliance with OSHA regulations and trade safety requirements, material management, environment, sustainability and resource management. Represents the Superintendent in policy and technical matters at high-level conferences and meetings concerning any impact on normal House Buildings operations. Plans, directs and controls assigned aspects of the project. Is responsible for the development of plans and schedules which are responsive to the dynamic nature of House schedules. Identifies actions required to execute the project directed, as well as to accommodate changes leading to the assurance of safety, environmental requirements and efficient use of equipment during operational aspects of the project. Develops justifications for other than full and open competition in the capacity of technical certifying official (COTR). Ensures funding availability of adequate resources consistent with project objectives. Provides professional leadership and administrative direction through subordinate supervisors and/or team leaders. Outlines overall responsibilities, makes assignments, sets priorities and provides professional, technical and administrative advice and assistance as required. Leads change within the organization and champions innovation and the introduction of new or cutting edge programs/processes. Maintains effective communications with subordinates to ensure a mutual understanding and support of policies, procedures and other management initiated actions; seeks suggestions from employees; ensures participation in mandatory training. Bachelor's degree in professional engineering: To be creditable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: -- statics, dynamics; -- strength of materials (stress-strain relationships); -- fluid mechanics, hydraulics; -- thermodynamics; -- electrical fields and circuits; -- nature and properties of materials (relating particle and aggregate structure to properties); and -- any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. --OR-- 2. Combination of education and experience: College-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; (b) evidence of having successfully passed the Engineer-in-Training (EIT) examination or the written test required for professional registration; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that are fully acceptable toward meeting the requirements of a professional engineering curriculum; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
