Whitman, Requardt and Associates, LLP is seeking a motivated Senior Program Technician with skills, drive and growth mindset with a focus on transit and rail management for freight railroads and/or public transit agencies. The candidate will be responsible for supporting the growth and programs of WRA's rail and transit team with a wide variety of rail related design and management projects including, but not limited to MDOT Maryland Transit Administration, CSXT, WMATA, Amtrak, DRPT, and VPRA.

This position will work closely with other transit and rail technical leaders and management professions in supporting and leading multi-disciplinary teams that will advance significant transit and rail capital programs through the entire project lifecycle including environmental review, design, procurement, construction, certification, and asset management.

Requirements:

  • Bachelor's degree required from a nationally accredited college or university in any of the following areas of study: Science, Business Administration/ Management, English, Communications, Finance, Economics or similar course of study.
  • 20+ years of relevant post education experience with a minimum of 10 years working in or with a rail or transit agency(ies).
  • Thorough knowledge and understanding of all aspects of rail, transit and systems project delivery: conceptual, preliminary and final design, design support during construction, quality and documentation control, testing and commissioning, and rail activation.
  • Assisting with the contract, procurement, and project management.
  • Assist or Lead the development of training programs, manuals, operating procedures, etc. to help an organization address identified issues through assessments or other evaluation procedures.
  • Working closely with the QA/QC Administrator on internal and external audit requirements.
  • Ability to manage and mentor staff of all levels and direct resources effectively in a positive manner.
  • Ability to effectively communicate positively at all levels of the organization.
  • Excellent communication and business development skills including developing client relations, strategic partnering, writing proposals, preparing/delivering presentations, scopes of work, and budgets for projected work.
  • Strong technical abilities to evaluate all aspects of the project and identify critical path elements and how to manage them through the approval and design process.
  • Ability to work independently, take initiative and be detailed oriented.
  • Organizational skills to prioritize, manage and communicate needs for a diverse workload.
  • Ability and willingness to travel and work in project offices.
  • Positive attitude and willingness to work with others.
  • Proficient in computer application software, including but not limited to Microsoft Office Suite (i.e. Excel, PowerPoint, Word), and Adobe
  • Experience with computer programs such as ProjectWise
