Niyam's Risk Analytics team is looking for a motivated and curious GIS Software Developer to help us build disaster analysis tools for the Federal Emergency Management Agency (FEMA). FEMA is transitioning its risk analysis software, Hazus, to ArcGIS Pro using an agile, test-driven development structure. Hazus connects science, technology, and policy to help emergency managers and researchers worldwide reduce disaster risk. Join our dynamic team and help build the nation's only free and open risk assessment software.

Project Team

Niyam's Risk Analytics Team is a small group of GIS, earth science, and risk analysis experts. We lead research, development, and communication for FEMA's Hazus Program which produces risk modeling software to help U.S. communities plan for disasters and reduce risk. Modeled impacts include building damages, shelter requirements, economic losses, and debris totals - information that helps decision makers allocate risk reduction resources and prepare resilient communities. Our experts have provided FEMA with impact estimates for every major landfalling hurricane in the past decade, and model estimates from our Risk Analytics Team were used by state and federal emergency authorities in four recent U.S. earthquakes. Our team is also proud to have helped regions around the globe adapt Hazus for their own risk assessment initiatives, including hurricane and tsunami modeling in U.S. Territories, earthquake modeling across the Mediterranean, and Middle East. Roles and Responsibilities:

  • Develop spatial analysis tools that help users estimate disaster impacts.
  • Develop enhancements and bug fixes for existing Esri ArcGIS-based Hazus software.
  • Manage code bases on GitLab and in Jira.
  • Develop with a test-driven, agile structure.
  • Test new tools, enhancements, and bug fixes prior to software demos and releases.
  • Help translate the latest geoscience research into new tools and software enhancements.
  • Contribute to risk analysis projects and produce maps and other data visualizations to demonstrate the importance of risk analysis tools for the emergency management community.
Qualification and Education Requirements:

Required Skills
  • Must be a U.S. Citizen and be able to obtain a Public Trust Security Clearance.
  • Bachelor's degree in Computer Science, Engineering, Geography, Geology, Earth Science, or related field.
  • Skills in .NET, COM, C#, C++, Visual Studio, Microsoft SQL, Esri ArcGIS, open-source GIS
  • Experience performing spatial analysis and interpreting and presenting results.
  • Mission Driven: Interest in natural hazards, disaster management, resilience, risk, FEMA policy.
  • Analytical Skills: Attention to detail with the ability to meet all technical requirements.
  • Strategic Thinking & Problem Solving: Ability to strategize and resolve complex problems, with a focus on creating solutions.
  • Ability to learn new ideas and capabilities: Ability to rapidly assimilate new ideas and information through self-driven learning and research.
  • Client Interaction Skills: Excellent client-facing consulting, analytic, and communication skills.
  • Communication Skills: Strong teamwork abilities with excellent verbal and written communication capabilities.
Preferred Skills:
  • Graduate degree or higher in Computer Science, Engineering, Geography, Geology, Earth Science, or related field.
  • Some experience presenting research at conferences, meetings, or in publications.
  • Some experience in the emergency management field.
  • SAFe Agile experience.
  • Prior government contract experience.
