Responsibilities:

The learning design position was established to enable performance support and continuous learning across Divisions. The Learning Designer is learner-centric and capable of developing agile curriculum responsive to the ever-changing IT landscape. The learning Designer employs learning strategies and applies best practices in learning technologies and design through the implementation of the Customer's learning program and the Enterprise Systems Management Officer (ESMO) Onboarding Experience. The learning program integrates informal division-specific learning content produced by the division Learning Producers. The 2-year ESMO Onboarding Specialty Experience is a sub-component of the customers onboarding program and is managed by one division. The program establishes a consistent onboarding experience, a tailored journey, and aligns required learning.

  • Determines and pursues courses of action necessary to obtain desired results.
  • Develops and implements solutions integrating applications across the enterprise or its units/departments.
  • Evaluates existing components or systems to determine integration requirements and to ensure final solutions meet organizational needs.
  • Integrate diverse systems, networks, and servers to achieve overall aims.
  • Troubleshoot and debug system issues to increase performance and quality of data.
  • Document and create visual representations of systems and their inputs and out.
  • Optimize maintenance and deployments to ensure integrated functioning.
  • Partner with delivery teams to proactively ensure system integration, verification, and validation.
  • Provides recommendations with respect to requirements management activities; Generates reviews, revises, updates, and maintains configuration.
  • Assists development, quality assurance, and engineering. Functions as the technical liaison with change control processes and authority.
  • Collaborates with engineers, development, users, and management to coordinate changes. Identifies model elements and documentation required for systems design, development, test launch, and operation.
  • Defines and implements the applicable level of configuration management for configuration items.
  • Ensures traceability of the design by linking and/ or delinking requirements across multiple artifacts.
  • Prepares configuration management activity / status reports and metrics for project meetings and reviews.
  • Audits configuration items to verify conformance with specifications, drawings, and interface control documents. Analyzes impacts to systems performance, sustainment, and supportability of the systems during all stages of the acquisition life cycle.
  • Plans, prepares, and executes configuration management activities and products in support of required audits and milestone events
  • Conducts research necessary to develop and revise IT Training courses and assist in preparation of presentations and reports.
  • Training personnel by conducting formal classroom courses, workshops, seminars and/or computer based/ computer aided training for uniquely developed organizational applications and processes.
  • Creates online learning resources (videos, job-aids, knowledge checks) to support on-demand leaning for IT personnel and users.
  • Lead the creation of structures and processes to assure the most effective and efficient management of strategic change initiatives across the organization for the office's IT Training Courses.
  • Assist others within the organization on the processes of capturing knowledge and creating learning products.
  • Design learning curriculum (conduct need assessment, create instructor and participant guides, pilot material, and evaluate results) as required.
  • Represent the office in working groups.


Qualifications:
  • Must possess and be able to maintain a TS/SCI clearance with Polygraph
  • BS 10-12, MS 8-10, Phd 5-7, or relevant experience.
  • Conduct learning needs assessments to identify behavioral, performance skills, and information gaps with Division Leadership.
  • Collaborate with Subject Matter Experts (SMEs) to develop learning objects to address knowledge and skills gaps.
  • Determine learner profiles and targeted learning audiences.
  • Formulate curriculum outlines to address identified knowledge and skills deficits.
  • Analyze learning resources and content material to be incorporated into curriculum paths in the customer's system.
  • Support the customer's Learning Producers who author and edit video-based division learning objects with Camtasia software.
