Program Analyst I - OHVP

Worldwide Counter Threat Solutions (WCTS) is looking for a Program Analyst I as part of a contract supporting the Veterans Health Administration (VHA) Optimizing Health Care Value Program (OHVP). The OHVP provides enterprise-wide analysis to validate and optimize the Return on Investment (ROI) of major strategic initiatives and objectives as identified by VHA leadership. This position will support OHVP leads in a mix of administrative assistance and program management tracking.

Location: Fredericksburg, VA with Hybrid upon approval.? 2 days a week at WCTS HQ in Fredericksburg, VA with 2-3 in-person monthly meetings in the Northern VA / DC area, and the rest remote work with the possibility of travel to other facilities (about 15 %), based on customer needs.?

Start: Mid-July

Responsibilities include, but are not limited to:

  • Identifying and documenting ROI and process improvement for stakeholders.

  • Conducts planning, audits, and evaluations related to large scale programs. Collaborates with SMEs to create presentations for OHVP engagements.

  • Provide program analysis, strategic planning, and integrated master scheduling to provide Program Manager (PM) support for Service Lines during OHVP High Reliability Organization (HRO) and Optimization Model Engagements.

  • Provides administrative assistance: drafting emails, maintaining calendar, drafting memos and meeting notes, and preparing communications on stakeholders behalf.

  • Provide support for event planning, congressional affairs, metrics, financial management systems, and risk management.

  • Provide essential support to the PM, stakeholders, leadership, and team.

  • Assist with the tracking of Statements of Work, Work Breakdown Structures, and timelines to support the clients missions, goals, and strategic objectives.

  • Use the full range of computer functions, including Microsoft (MS) Office 365 suite and other advanced processing applications, to produce various documents & to develop and maintain databases, spreadsheets, graphics, etc.


Requirements/Qualifications:

  • Bachelor's degree with 1 year of healthcare organization related and business analyst experience. Must have experience in operational assessments and clinical analytics.

  • Coordinate document dissemination with engagement leadership and process evidence of OHVP needs to PMs for analytics prior to and during engagements.

  • Utilize HRO framework when documenting progress and possess knowledge of healthcare management structures.

  • Must have excellent verbal and written communication skills to support a wide range of stakeholders such as health care, government, executive professionals, etc.

  • Experience utilizing programs within MS Office 365 suite as needed.

  • Ability to work in-person, remotely, and travel (up to 15%).

  • Self-motivated and have great time-management skills.

  • Detail oriented and great note-taking skills.

  • Ability to obtain VA clearance.

  • Authorized to work in the US.
