This position is located in the Assignment and Utilization Division , Office of Real Property Management, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/RPM/AU), in the U.S. Department of State (DOS). This position serves as a senior Realty Specialist for the organization in assessing and resolving complex realty issues for the Office and Department, and in providing expert advice and guidance to all managerial levels concerning these realty problems and issues.

Duties

* Provides advice & guidance needed to manage approximately 8 million square feet of Federal/DOS owned & commercial leased buildings in more than 100 locations. Provides written instructions, reference materials and relevant background materials.

* Provides written instructions, reference materials and relevant background materials to Office realty clients. Negotiates lease terms and conditions, performs cost & price analyses of offers, and incorporates complex modifications of terms.

* Develops and formulates processes and procedures for the implementation of DOS's space management programs. Manages, coordinates and integrates the assignment, utilization, alteration and construction of DOS leased and owned space.

* Reviews space requests, determines amount and type of space required and develops criteria needed to provide Scopes of Work for contractors and to monitor build-out and space acceptance requirements.

* Assembles and coordinates work of design, construction professionals, attorneys, landlord reps, developers, contractors, lenders, financial consultants, tenant agency personnel, etc.in developing and implementing the project management. assignments.

* Recommends adjustments to schedules that ensure resources are utilized in a timely and cost efficient. Ensures projects comply with all applicable statutes, regulations and rules.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

* Experience performing a wide range of strategic planning and real property functions relating to the acquisition, management, and disposal of government real property;

* Experience performing the duties of a Contracting Officer Representative (COR), including wiring statements of work and monitoring contractor performance;

* Experience with financial management analysis as it relates to feasibility studies for realty investment and/or Realty decision making.

* Experience developing briefing materials and briefing complex issues to senior officials.

There is no substitute of education for specialized experience for the GS-14 position.
