Job description:
Researchers gather information relevant to mission needs which also have a geospatial component; this may already be in the form of spatial data or may require additional geospatial analysis. Researchers will use sophisticated analytical judgement using search algorithms and best open-source research and harvesting techniques/practices from crowd sourcing sites, foreign governments, company/industry-specific websites, scientific/academic journals, web aggregators, commercially produced datasets, VGI, NGO-produced datasets and other "sites" to fulfill customer requirements for data.
Conduct open-source research projects for internal and external customers utilizing best practice research strategies and harvesting techniques.
Utilize native, secondary and historic source materials for discovery, extraction and analysis of information relevant to the requested project.
Prepare comprehensive findings reports, which will include preparing textual and graphic reports on the sources, methodologies, obstacles, and conclusions
Possess demonstrated experience with geospatial tools (ArcGIS, Google Earth, etc.) and common office business software (e.g., word processing, spreadsheets, e-mail, and internet browsers)
Understand shapefile, geo-database, and feature creation and attribution, including metadata, and data retrieval/storage, in order to structure research deliverables for efficient geo-spatial production.
Use critical thinking to solve difficult challenges
Understand the human aspects of regional issues
Effectively communicate with analytic writing and oral presentations
Collaborate with analysts in the NGA, DoD, IC, NSG and /or ASG
Analyze /evaluate the HG data for quality in terms of coverage, accuracy, currency, completeness, and the applicability to the requirements.
Assist the Government by providing recommendations and support in the following areas:
Providing co-located research support to Analysis and Production and Source Management and Operations Directorates analysts at multiple locations.
Developing collection plans.
Recommending material acquisition.
Provide proactive research updates to websites, e.g. Intellipedia pages and other sites used by Research Center customers.
Requirements:
Ability to extract Human Geography information from multiple open sources
Exhibited ability to research information on either the open web or classified databases
Experience in geography, cartography and Geographic Information Systems (GIS) which includes skills in ESRI/ArcGIS
Experience in using best available research and information harvesting techniques
Experience in research and information gathering, and experience with cross-platform intelligence research tools such as (but not limited to) NES, TRIDENT, M3 or PALANTIR
Understanding of geoPDF techniques
Excellent customer service skills
Experience in planning and scheduling, quality control, security classification of information, and records management
Must have strong communication skills and be comfortable briefing/presenting HG work to not only peers but potentially to seniors and policy makers

Desired Skills:
Expertise in the languages below with a focus on the main language requirement identified by region. For all languages, a minimum proficiency skill level 2 for Reading is required as defined by the Interagency Language Roundtable (ILR) Proficiency Levels or the equivalent that meets or exceeds the ILR skill level 2. For award qualification, testing must have taken place within two years prior to the date of this Task Order. After award, and, at vendor expense, researchers must maintain a two-year currency at level 2 or higher verified by test results submitted to the Government.
Europe & Eurasia - Primary language need - Uzbek, Secondary language need - Russian, Pashto, and Dari
Near East primary language need - Farsi, Secondary language need - Hebrew, Arabic
Africa - Primary Language need - French, Secondary language need - Swahili, Portuguese
South Asia - Primary language need - Hindi, Secondary Language need - Urdu
East Asia - Primary Language need - Chinese, Secondary language need - Korean, Indonesian, Thai, Japanese, Tagalog, and Vietnamese
North and South America - primary language need - Spanish, Secondary language need - Portuguese
Experience using ArcGIS software and common office business software (e.g., word processing, spreadsheets, e-mail, and internet browsers).
Expertise in research and information gathering.
Experience with multiple types of sources for Human Geography information used for extraction and comparison, mapping imagery for stereo and mono extraction at various resolutions
Experience creating shapefiles, geo-databases, and features including data retrieval/storage.
Knowledge of standard NGA products necessary to accomplish these services.
