We are looking for smart, curious, driven individuals to join us in partnering with our clients to help them solve some of the nation s most challenging problems.ASI Government serves as a trusted adviser to government leaders seeking improved performance, enhanced organization effectiveness, and strategic change.ASI is actively seeking a Manager/ Senior Acquisition Program Specialist who will lead and oversee our growing team that will support the Federal Emergency Management Agency (FEMA) Risk Management Directorate (RMD).JOB DESCRIPTION : Our ideal candidate will oversee and contribute to a team that provides acquisition program management support to RMD, enabling its programs to navigate and mature through the DHS Acquisition Lifecycle Framework efficiently and effectively, so that the programs can deliver their mission.Support the development and maintenance of Acquisition Lifecycle Framework (ALF) documentation for at two (2) programs one (1) Information Technology (IT) program and one (1) non-IT, including but not limited to: Capability Analysis Reports (CAR), Mission Needs Statements (MNS), Acquisition Program Baselines (APB), Concepts of Operations (CONOPS), Operational Requirements Documents (ORD), Integrated Logistics Support Plans (ILSP), Test & Evaluation Management Plans (TEMP), Staffing Plans, and Operational Analyses.Coordinate and manage Acquisition Decision Event (ADE) activities to include stakeholder management and briefing material development to support Acquisition Review Team (ART) and Acquisition Review Board (ARB) approvalsEnsure documentation and planning comply with the DHS Instruction 102-01-001, Acquisition Management as well as any FEMA specific policy/ guidanceProvide strategic advisory support to inform acquisition program strategies and foster effective partnerships with organizational leadership and oversight bodiesOffer guidance to new acquisition programs on navigating the acquisition lifecycle, including capital planning and investment control, and system engineering lifecycle processesSupport SELC, CPIC, and EVM processes and documentation as requiredCoordinate with other support contractors to provide data or produce documentation, reports, briefingsPosition Must Have Requirements:Experience providing acquisition program management support within DHSKnowledge of the DHS Instruction 102-01-001, Acquisition ManagementExperience with coordinating and managing Acquisition Lifecycle Framework (ALF) activitiesKnowledge of required and experience with producing ALF artifactsExperience with System Engineering Lifecycle (SELC) processes and required artifactsExperience in managing and supporting ALF activities for both IT and non-IT programsAbility to understand and interpret policy and develop effective strategies based on the customer s required outcome(s)Knowledge of and experience with Capital Planning and Investment Control (CPIC) and Earned Value Management processes and requirementsExperience managing/supervising acquisition professionalsProven ability to provide executive and senior-level advisory support, facilitating effective decision-makingStrong organizational and task management skills, with the ability to support multiple review boards and executive meetings effectivelyCapability to work closely and effectively with other vendors or partners in providing program planning support10 years of relevant experienceSupervisory capabilities to include a combination of strategic planning, oversight, and leadershipLOCATION: Hybrid This position will require you to be onsite for four days for every paid period.
