The Opportunity

Abt seeks an Associate in our Technical Assistance and Implementation team to support the U.S. Department of Housing and Urban Development (HUD)-funded Green and Resilient Retrofit Program (GRRP). The program provides HUD-assisted multifamily housing property owners with capital resources to reduce carbon emissions, make utility efficiency improvements, incorporate renewable energy, and make their properties more resilient against the effects of climate hazards.

As one of HUD's Multifamily Assessment Contractors, Abt will serve as the liaison between HUD and the property owner, assisting the property owner through the GRRP process: (1) Initial Property Desk Review; (2) Owner and Resident Engagement and Planning; (3) GRRP Property Assessments; (4) Phase II Environmental Site Assessment Report; (5) Development of the GRRP Scope of Work; (6) Development of the Transaction Plan; and (7) GRRP Transaction Closing Support. The position is contingent upon the activity's award and HUD approval.

Core Responsibilities

The Multifamily Housing Finance Associate will support GRRP property owners to develop a financial plan for accomplishing the GRRP scope of work; the GRRP Transaction Plan and provide GRRP closing support.

Key responsibilities may include:
  • Assisting the GRRP property owner to develop a financing and transaction structure to accomplish the work in the GRRP scope of work and shall work with the owner to develop a transaction plan, including a final underwriting model.
  • Helping the GRRP property owner to identify and explore funding sources by conducting foundational research on financing options (including local, state, and other federal sources) that meet the owner's requirements, presenting the pros/cons of the options, and offering guidance to the owner.
  • Addressing financing questions during the owner's bid solicitation process to identify contractors to complete the proposed GRRP scope of work.
  • Developing a transaction plan for the GRRP property which will describe the final sources and use of funds. The finance-related elements of the transaction plan include: (1) Replacement Reserve Analysis; (2) Sources and Uses of Funds; (3) Operating Pro-Forma; (4) Draw schedule; and (5) Letters of Commitment for Other Financing.
  • Reviewing all funding commitments from the owner.
  • Determining if revisions to the scope of work are needed due to funding challenges.
  • Ensuring that the owner is conducting all resident meetings and post-assessment meetings with residents.

What We Value
  • Masters + 7 years of relevant experience, or PhD + 4 years of relevant experience.
  • 10 years of experience with multifamily housing finance programs, such as Section 8 Project-Based Rental Assistance, Rental Assistance Demonstration, LIHTC, Section 202 of the Housing Act, Section 811 Project Rental Contract, and Section 236 of the National Housing Act.
  • Experience with the loan closing process for HUD-assisted multi-family housing programs, including preparing closing packages, for HUD-assisted multifamily housing projects (preferred, but not required).
  • Ability to work collaboratively with an interdisciplinary team.
  • Ability to lead and coordinate the work of early- and mid-career staff with more senior experts.
  • Ability to work independently with minimal guidance and to meet deadlines.
  • Excellent interpersonal, communication, customer relationship skills.

  • Strong knowledge of HUD-assisted multi-family housing programs, policies, and regulations.

This position offers an anticipated annual base salary range of approximately $105,000 - 168,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
