The Sr. Information Technology (IT) Specialist provides the Marine Corps Forces Pacific (MARFORPAC) G3 with IT technical services and subject matter expertise (SME). The focus is to provide technical and operational expertise within the Command, Control, Communications, Computers, and Intelligence (C4I) Data Fusion Center (DFC) in support of Joint and Multi-lateral interoperability, and continuity in application of new concepts, training technology, Command & Control (C2) systems and associated efforts.

This position will be located in Camp Smith, HI.This position is contingent upon your ability to maintain your Top Secret / SCI level clearance.Overall objective of this support is to provide MARFORPAC and facilitate its subordinate commands with technical and analytical functions supporting the Maritime Common Operation Picture (COP), the Common intelligence Picture (CIP), the Beyond Line of Sight (BLOS) Tactical Data Link picture, long range C2, targeting and fires.Serco supports the Marine Corps as a prime for the MARFORPAC contract which supports Commander, Marine Corps Forces, Pacific to optimize facilitation of the G3 division in support of operations and exercise planning. This includes providing technical, analytical, and administrative support to accomplish this mission. The current Serco team, on two task orders, is 18 personnel assisting the MARFORPAC operations staff with its cross-functional staff efforts to include training and exercises across the INDOPACOM region with allies and partner nations.In this role you will:Implement directed solutions to technical issues affecting the C4I framework supporting the Command Operations Center (COC) to include the Common Tactical Picture (CTP) and BLOS infrastructure, Command and Control LAN (C2 LAN), and select software applications on DFC and COC systems.Provide daily operations and technical troubleshooting support to the MFP DFC and COC for Joint and Maritime operations and exercises.Operate GCCS-J terminals, using the COP Synchronization Tools (CST) software application and other protocols, and C2PC Gateways.Operate the Link Management and Monitoring Tool (LMMT).Operate Tactical Data Analysis & Connectivity System (TDACS).Update tracks on the COP and coordinate with USINDOPACOM, COMPACFLT, I MEF, III MEF and other echelons for any updated track inquiry.Perform critical day-to-day coordination, direction and execution of standing MFP directives supporting the Red COP and G2 mission.Configure, operate, and troubleshoot core Joint Data Network C2 infrastructure consisting of Global Command and Control System-Joint (GCCS-J), Command and Control Personal Computer (C2PC), Link Monitoring and Management Tool (LMMT), in accordance with the MFP OPTASK COP and other verbal & written guidance from the MFP Joint Interface Control Officer (JICO), JDNO & COC Director.Integrate LINK data feeds into the GCCS-J to support Ground, Naval and Joint CTPDirects joint track and data coordinationMaintain operation of critical components that expand the MFP Theater Beyond Line of Sight (BLOS) architecture.Enable Command and Control/Communications System (C2/CS) protection initiative by providing critical and protected communications systems capability to the warfighter.Plan and manage the maritime component of the JON within USINDOPACOM's theater of operations.Assist JNO and the JICO in identifying multi-tactical Data Link interoperability requirements.Direct COP and Link interface and architecture re-configurations.Coordinate theater-level maritime database management.Provide upkeep and updates of DFC C2 system servers located in the G3 Tech Control room and at the MFP COOP Site.Work with the Command Post Systems Advisor (CPSA) in acquiring the latest updates/patches for JTCW laptops and systems.Ensure integrity and availability of systems, networks and data through monitoring and analysis, to provide the COP for the USINDOPACOM Area Of Responsibilities (AOR) and Joint Task Force (JTF), as required.Solicit, collect, report, and analyze resources and data necessary for the planning, programming, budgeting, and execution (PPBE) ISO Data fusion Operations capability requirements.Monitor program funding and obligation during all stages of the funding process for all budget proposals that ensures budget requirements, comply with governance standards and relevant directives.Support all echelons below MFP in support of using Friendly Force Trackers (FFTs / Shout Nanos).Provide on-site C4ISR technical support for GCCS-J to include system administration, technical guidance, software installation, and configuration management, system troubleshooting, Information Assurance & Vulnerability Assessment (IAVA) patching, coordinating the deployment of software releases, and ensuring C4ISR system availability.Maintain a backup of GCCS-J and a Joint Range Extension Applications Protocol (JREAP) Capability at the COOP location.Provide comprehensive exercise planning support to include development of Road to Crisis and Master Scenario Event List (MSEL) injects designed to test Data Fusion functions and program requirements.Assist in integrating existing and newly fielded Joint and USMC C2 systems into the supported units C4ISR architecture. The support will be provided to the principal site MFP and other sites within the USINDOPACOM AOR.Report systems and data outages affecting operations to the IECO watch officer (WO), COC WO, COC watch chief (WC), and other watches as directed by G6 and G3.Participate in working groups pertaining to MFP DFC C2 systems and or participation in all MFP exercises.Produce meeting minutes for meetings and trip reports.Provide subject matter expertise to the MARFORPAC Crisis Action Team when required.Provide continuity for shift position by providing detailed information to internal records and status logs, updating procedures and point of contact lists.

Qualifications:To be successful in this role, you will have:Bachelor's Degree in related field and a minimum of 10 years of related experience with a minimum of 3 years demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint/combined command level.An Active TS/SCI Security Clearance is required to be considered.Possess a Security Plus CertificationAdvanced proficiency with groupware applications (e.g., SHAREPOINT, MSTeams) and the Microsoft Office suite (e.g., MSWord, Power Point, Excel, etc.).Advanced proficiency in written and verbal communication.Possess a thorough knowledge of USMARFOR operations in relation to OPLANs/CONPLANS and exercise scenarios in the Pacific.Up to 10% of travel may be required.Master's degree is preferred.In compliance with local laws regarding pay transparency, the salary range range for this role is $131,293.17 to $1227,532.46 however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, location and key skills.**Serco Inc. is using this posting for the purpose of responding to a proposal.
