What are we looking for?

We want to add a Recruiter to our team. This entry-level position will be the sourcing specialist in seeking out quality candidates, confirming their qualifications, and placing them in open roles for the agency. Reporting to the Director of Human Resources, you will collaborate to ensure that the state's recruiting needs are met and SJCS realizes its vision and mission.

Your overall essential responsibilities will be the following:
  • Partners with hiring manager and staffing coordinators to determine staffing needs.
  • Source resumes and job applications, conduct screening interviews of candidates by phone, in teams, or in person, and schedule interviews with the hiring manager.
  • Administer appropriate assessments, check references, make recommendations for hire, and deliver employment offers.
  • Uses traditional and nontraditional resources, such as career fairs, job fairs, community network events, online platforms, social media, etc., to identify and attract quality candidates.
  • Builds and maintains a strong candidate pipeline for current and future job openings.
  • Manages internal transfer process, including screening, coordination of interviews with hiring manager, transfer offer letters, etc.
  • Utilizes Paycom's applicant tracking system to manage candidates' progress and activity.
  • Follow up with candidates and hiring managers to obtain feedback regarding the recruiting process and status.
  • Develop and maintain an excellent relationship with internal and external clients to ensure the achievement of staffing goals.
  • Communicates important employment information during delivery of employment offers (e.g., benefits, compensation, noncompete agreements).
  • Works with hiring managers to ensure compliance with all federal/state laws and regulations, including affirmative action plan compliance.
  • Manages application and resume files and retention according to company policy.
  • Maintains memberships and affiliations with trade/professional organizations related to industry.

Qualifications

The minimum experience, education, and requirements needed for consideration:
  • High School Diploma or GED (required). Associate degree in Business or HR (preferred).
  • Up to two years of recruiting experience (preferred). Willing to train the right person without experience.

  • Have experience and knowledge in Paycom, Microsoft Teams, One Drive, and Google Drive.
  • Excellent cooperation skills in team orientation and flexibility when needed.
  • Excellent written and verbal communication skills.
  • Ability to be a team player who is detail-oriented, a multi-tasker, and a problem-solver.

All SJCS employees must:
  • Obtain a valid health certificate to meet current funding authority requirements as required.
  • Having a valid state-issued driver's license with a current driving record in good standing is required.
  • Meet SJCS and the funding authority requirement of criminal background and record checks.

Physical and environmental conditions include:
  • Work requires no unusual demand for physical effort except the normal risks or discomforts, requiring special safety precautions for operating a motor vehicle.
  • Exposure to aggressive human behavior.
  • Ability to lift to 30 pounds.
  • Travel up to 30%.

The hiring range for this position ranges from $24.04 per hour.
