Summary Would you like to lead a dedicated in-house construction team preserving, restoring and maintaining awe-inspiring monumental and historic building facilities? The Construction Management Division (CMD) performs construction, renovation and artisan projects for jurisdictions serving Congressional and Supreme Court clients. The Director provides professional engineering policy formulation, strategic planning, program oversight, administration, safety and operational management. The AOCs mission centers on our stewardship of the structures and grounds of the nations Capitol. The Director, Construction Management Division, serves as a key advisor to the Chief Engineer on construction and execution matters relating to new and historic buildings under the stewardship of AOC. In such capacity, the Director will perform major responsibilities such as the following: Leads major organizational functions for professional contractual and in-house construction solutions for programs or activities, facility maintenance, renovation and new construction involving major and minor projects under AOC jurisdiction. Provides leadership, guidance, direction and management of an operational organization composed of craft laborers, construction managers, inspectors, logistical and administrative staff supporting the entire agency with in-house project delivery capability. Manages a workforce of permanent and temporary trades and union staff. Plans, directs, executes and controls a variety of projects from internal facility renovations to multi-million dollar construction, renovation and remediation projects. Manages contract resources for construction, preventive maintenance and repair of AOC buildings within guidelines; and ensures overall compliance with project schedules, budget and qualitative goals while providing maximum protection to the Congress, workers and environment. Monitors construction program and fiscal progress. Directs the allocation of project resources in accordance with strategic and operational plans. Analyzes deviations and problems and develops solutions to assure commitments are met. Serves as a senior customer interface on construction project matters, in close coordination with the OCE divisions on contractual related activities performed by or on behalf of OCE staff. Exercises project control and authority throughout the various phases of renovation projects including integrating efforts involving multiple parties; develops justifications as the technical certifying official; ensures funding is consistent with project objectives; and analyzes problems encountered with project resources, schedules and deadlines to expedite appropriate corrective action. Evaluates programs and operations; recommends actions to initiate, modify or discontinue projects as needed; and develops and implements operations plan updates. Complies with applicable Office of Congressional Workplace Rights (OCWR) and Occupational Safety and Health Administration safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action to abate unsafe conditions in assigned areas. Ensures compliance with trade safety requirements, material management, environment, sustainability and resource management; and executes activities in accordance with federal laws and regulations. Ensures contractor services comply with quantitative and qualitative requirements, and specifications. Develops methodology to reduce project costs and schedules. Oversees construction execution and progress reports to respond to third party inquiries, including the General Accountability Office and Office of Inspector General. Coordinates with AOC partners and support groups, makes technical decisions on project accomplishment and negotiates with managers on areas of mutual interest. Fosters a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization. Candidates possession of a bachelors degree or higher in engineering or architecture from an accredited college or university is preferred. Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Professional Technical Qualifications: PTQ 1 - Demonstrated experience leading an operational construction organization including full cycle delivering of construction, renovation and remediation projects of various size, scale, scope and magnitude; managing business operations including financial and performance objectives; and supervising a variety of staff from professional to trade employees. PTQ 2 - Demonstrated experience leading an operational construction organization including full cycle delivery of construction and renovation projects and supervising a variety of staff from administrative, professional, technical to a large in-house construction trade workforce. PTQ 3 - Demonstrated experience leading a construction organization that performs moderate size construction and renovation projects in support of high visibility clients. Describe your ability to deal effectively and persuasively with high-level executives resulting in major accomplishments in support project delivery. Education An engineer or architect with an active license and 5 years of experience or more is highly desirable. Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Degree: Engineering or Architecture. To be acceptable, the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Education must be from an accredited institution recognized by the U.S. Department of Education. Therefore, provide only the degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
