Summary About the Position: Position serves as Division lead for quality control, assurance, and accurate documentation of organizational requirements and authorizations documents for assigned commands to ensure compliance with force structure regulations and USA Force Management Support Agency (USAFMSA) policies and instructions. Position is in USAFMSA, at Fort Belvoir, VA. Responsibilities Analyze and document manpower, personnel, and equipment requirements and authorizations. Articulate and coordinate complex issues, actions, proposals, briefings, and studies. Maintain personnel position and equipment criteria for use in manpower requirements determinations and documentation. Evaluate major processes and programs including force documentation. Participate in manpower studies and provides expertise in determining appropriate personnel requirements and establishing manpower mix criteria. Specialized Experience: One year of specialized experience which includes analyzing methods to evaluate documentation accuracy, design, and conduct studies for efficiency and effectiveness of programs; overseeing control, use of funds to plan, organize, and direct team level manpower; utilizing planning and programming guidelines to improve complex management processes and systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11. This position is developmental and may be filled at the GS-12. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-13. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Planning and Evaluating Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Manpower and Force Management, Career Field 26 position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government interest.
