JOB SUMMARY:
This is a full-time supervisory and highly responsible position reporting to the Manager of Engineering. This position is responsible for the development and review of engineering drawings and specifications related to water, wastewater, and storm sewer improvements and general civil site development projects. This position will be primarily engaged in water and wastewater design, review, analysis, and long-range planning. This position will assist in reviewing plans for conformance with City requirements and will provide input to various City committees and citizen groups. This position may be required to attend Planning Commission meetings and other meetings representing the Engineering Department; evening meetings may be required. This individual will function with a minimum amount of supervision. This position directs the work of technicians and other staff members.

Essential Duties and Responsibilities

  • Administers, develops, and/or reviews water, sewer, and hydraulic studies, studies for future wastewater and water resource projects, Comprehensive Plans, Water & Sewer Master Plans, and documents related to intergovernmental agreements.
  • Administers, develops, and maintains City water, wastewater, and water resource computer models and software programs, including Asset Management programs.
  • Administers and monitors the Water and Sewer Allocation permitting process in accordance with the City's Water and Sewer Allocation and Impact Fees and supervises the work of the Utilities Engineering Associate.
  • Monitors and maintains compliance with water resources and wastewater related permits, preparing permit applications and other documents required by the permits such as the MDE Annual Sewer Capacity Report, Water Appropriations Permit, etc.
  • Interacts with private developers, engineering consultants, other government agencies and the general public on all utility infrastructure related issues.
  • Reviews all documents related to development projects, public and private, including plats, plans, studies, permit applications, etc. and provides recommendations for conditions of approval and mitigation of impacts in accordance with the City's Adequate Public Facilities Ordinance and utility related codes.
  • Develops concept designs and scopes of work for water and sewer related Capital Improvement Program (CIP) projects, manages design and/or design review of projects, participates in the evaluation of project proposals, and assists in management during construction.
  • Provides technical engineering expertise and works with the DPW Operations Department to develop and maintain the City's water, sewer and storm drain systems.
  • Prepares and presents information to citizens and groups, the Mayor and Board of Aldermen, the Planning Commission and other officials.
  • Can act for the Manager of Engineering in his/her absence as required.
  • Operates a vehicle on a regular basis, observing legal and defensive driving practices.
  • Performs other duties as assigned.

Required Qualifications

REQUIRED EDUCATION AND/OR EXPERIENCE:
  • Bachelor's degree in civil engineering from an accredited college or university.
  • Four (4) years of engineering experience in a related field in either consulting or local government; or equivalent combination of education and experience.
  • Experience in water and sanitary sewer system design and analysis.
REQUIRED CERTIFICATES AND/OR LICENSES:
  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
  • Licensed Professional Engineer in the State of Maryland.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
  • Thorough knowledge of the principles and practices of civil engineering, the design construction and maintenance of public works projects with emphasis on road, water and sewer construction, and a working knowledge of survey systems and methods.
  • Proficiency with water and sewer system modeling software.
  • Proficiency with computer aided drafting and design software.
  • Proficiency in the use of personal computers and software programs such as Microsoft Office (word, excel, etc.).
  • Ability to effectively communicate (oral and written) with other City staff and the public.

While performing the duties of this position, the employee is required to frequently move about within a typical office setting. The employee is required to frequently remain in a stationary position for extended periods of time, to compile and retrieve information from computers, telephones phones, etc., to draft and write, and to handle paperwork. The employee is required to occasionally move about for long periods of time, and traverse varied terrain. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include the ability to observe and inspect items directly in front or to either side of self, to assess items at a distance, to distinguish colors, depth perception, and ability to adjust focus.
