Job Description Summary

The Manager of Public Awards is responsible for managing all aspects of award administration of public (federal, state, and local) grants and cooperative agreements. Responsibilities include managing the full range of pre-award and post-award activities associated with the financial compliance and evaluation, administration, and oversight of public grants, cooperative agreements, and any other assistance instruments as assigned. This position directly supervises a team of grants and contracts specialists and is responsible for providing general oversight to ensure full compliance with federal regulations and internal policies and procedures for all contracts and grants funded with public sources.

Job Description

Responsibilities:

  • Effectively manage the administrative aspects of responding to public solicitations including proposal submission as well as providing coordination and support to stakeholders to ensure that all compliance requirements are met.
  • Manage the full cycle of the award administration for grants, contracts, and cooperative agreement, including programmatic and financial reporting, billing, coordination with cross-functional teams, and resolving issues.
  • In collaboration with Legal, interpret administrative requirements to ensure full compliance with federal, state, and local regulations and the terms and conditions of the award.
  • Ensure and monitor compliance with cost-sharing, matching and leverage goals and reporting requirements.
  • Serve as the main point of contact for federal agencies. Prepare official correspondence.
  • Manage closeout and post award process, including preparing and submitting indirect rate adjustments and ensuring that proper procedures are followed.
  • Effectively manage the public award team's workload and workflow, ensuring that the work performed is of the highest quality and is processed in a timely manner.
  • Conduct and support the issuance of organizational and project related competitive procurements including RFP, RFQs in alignment with general procurement standards and organization policy and procedures.
  • Review and approve sub-awards, contracts, and modifications, to ensure the appropriate requirements and flowed-down language are incorporated, procurement procedures are documented, and budgeted costs are allowable.
  • Serve as subject matter expert for topics related to federal regulations and guidelines including 2 CFR 200, application of internal policies and procedures, subrecipient matters.
  • Provide continuous training and support to the team to promote professional growth and increase team effectiveness.
  • Maintain accurate award documentation and complete audit trails. Monitor Enterprise system of records to ensure data is clean, consistent, and complete.
  • Raise issues, incidents, persistent challenges, or risk factors in the areas of compliance and team efficiency/effectiveness making recommendations for improvement.
  • Establish and maintain a positive working relationship with internal and external clients. Work cooperatively and effectively with others to set goals and resolve challenges.
  • Work with teams across Enterprise on their needs to help them achieve their business goals and objectives as it relates to public/federal awards.
  • Serve as subject matter expert for topics related to subaward/subcontracting matters, federal regulations, and the application of internal policies and procedures.
  • Maintain a current awareness of changes or new Federal regulations; maintain familiarity with trends, issues, and advances in grants administration.
  • Assume other responsibilities as assigned by the Senior Director, Grants and Contracts.

Qualifications:

  • Bachelor's degree required. Master's degree preferred.
  • At least 6 years of specialized experience managing large, public grants, cooperative agreements, subcontracts and subawards.
  • Extensive experience interpreting and applying federal laws, regulations and procedures, statutory and regulatory requirements, and policies, such as FAR, 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Awards.
  • 3-5 years of staff management experience. At least one year of experience supervising the work of junior and senior level staff in a governmental or nonprofit organization preferred.
  • Understands financial management terms and procedures and strong financial acumen.
  • Demonstrated experience that includes developing, reviewing, and monitoring for allowable costs and compliance with standard cost principles.
  • Demonstrated ability to interact effectively with agencies and individuals at all levels to assist in the planning and coordination of administrative activities. Superior customer service skills.
  • Ability to exercise independent judgement, initiative, and resourcefulness in making decisions. Exceptional problem-solving skills.
  • Exceptional communication skills - written, oral, presentation formats.
  • Excellent organizational skills and ability to prioritize work to meet deadlines.
  • Detail-oriented, works well under pressure and on several projects with overlapping deadlines.
  • Must have partnership mentality with the ability to work across cross functional teams.
  • Experience with Salesforce and Workday is a plus.
  • Strong skills MS Office, and expert knowledge of Excel.

The base salary for this role is $95,000 to $$105,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
