Senior Acquisition Specialist
Location: Fort Belvoir VA (Hybrid Tue & Thursday on-site) The Senior Acquisition Specialist shall directly assist the Government in contract planning and preparation of Acquisition Packages, to include the procurement of supplies, services and capabilities, using formal contracting and solicitation documentation, forms, reports, notices, etc.; evaluation of contract and price proposals; and the administration or termination and close out of contracts. The contractor will perform the following duties to include but not limited to: Prepare SCAR package documents to procure services required to support the program. Enter all SCAR data into the Program Pre-SCAR and online SCAR tool to obtain acquisition expenditure approvals.
Prepare contracting packages for products and services prior to expiration for new contract action for the upcoming year to ensure there is not a break in service.
Directly actively assist Government with developing cost estimates.
Directly and actively, assist Government on all assigned acquisition and contracting efforts and packages and documents. These include, but are not limited to, Acquisition Requirement Packages (ARPs) documents, such as Market Research, Performance Work Statement (PWS), Statement of Work (SOW), Acquisition Strategy and/or Acquisition Plan and Service Contract Approval Request (SCAR) for services, software and hardware contracts actions in support of program requirements.
Directly and actively, assist designated Government Contract Officer Representatives (CORs) with all activities, administration support, and documentation for contracts, tasks or delivery orders from pre-award, through closeout. Personnel Qualifications: The candidate shall be aware of current Department of Defense (DoD) command statutes, regulations, policies, and procedures; work professionally, collaboratively, effectively and proactively, with little guidance, and leverages information within own area and across the program team, other organizations to achieve results; professionally and effectively present and receive information and concepts, in written, oral and personal presentation formats; actively listens, consolidates input, and develops well-considered responses, to ensure understanding. Education and Experience: A 4-year Baccalaureate degree in a Business area of study, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, or quantitative methods.
Completion of at least 5-years of specialized experience in contracting, and must have successfully provided and personally applied the knowledge, skills, and abilities required for this position.
