Summary About the Position: Position(s) will be filled under the Department of the Army Pathways Recent Graduates Program. Click here for more information on Pathways program participation. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). Responsibilities The following duties are representative at the FPL GS 13 Level Serves as a Science and Technology advisor that applies scientific and technical expertise to inform forward-looking analyses and insights on emerging and enterprise technologies to inform how the U.S. Army will operate in 2040 and beyond. Builds upon current strategy, policy, and other guidance related to Department of Defense (DoD) Priority Modernization Areas. Leverages science and technology expertise and multidisciplinary approaches to technology development to help understand the impact of emerging technologies on new operational approaches. Participates in various experiments, events, technology area assessments and studies to advise on Army technology modernization areas (such as artificial intelligence, biotechnology, quantum science, power, energy, cyber, autonomy, and 5G). Draws on technical expertise to evaluate the capability or threat that a technology might present to U.S. Army interests. Designs and conducts comprehensive science and technology workshops across multi-disciplines where the boundaries of the forums are extremely broad and difficult to determine in advance. Provides future force organizational design recommendations that integrate technologies of various maturities that support future force development of how the Army could operate, be equipped, and organize. Requirements Conditions of Employment Qualifications Who May Apply: Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. Current students who will graduate no later than June 2024 (9 months). Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion Applicants can be selected at any grade level within the GS 9/11/12/13 grades. The target grade of this position is GS 13 full performance level. NOTE: This position is developmental and may be filled at the GS-9, GS-11, GS-12 or GS 13 level. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-13. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). To be eligible for conversion to a permanent or term position, Recent Graduates must: Be a U.S. Citizen Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement. Demonstrate successful job performance. GS-09 Specialized Experience: One year of specialized experience which includes: 1. researching, and drafting insights on emerging and enterprise technologies AND 2. preparing a broad range of written information products and verbal presentations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any Science and Technology degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes 1. researching, analyzing, and drafting insights on emerging and enterprise technologies AND 2. Preparing and delivering a broad range of written information products and verbal presentations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any Science and Technology degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes 1. Applying scientific and technical expertise to inform forward-looking analyses and insights on emerging and enterprise technologies; 2. Collaborating with experts across diverse fields to facilitate brainstorming of novel, innovated approaches to complex decision spaces; AND 3. Conducting science and technology workshops. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this levle, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-13 Specialized Experience: One year of specialized experience which includes 1. Serve as a subject matter expert that applies scientific and technical expertise to inform forward-looking analyses and insights on emerging and enterprise technologies; 2. Collaborating with experts across diverse fields to facilitate brainstorming of novel, innovated approaches to complex decision spaces; AND 3. Designing and Conducting science and technology workshops. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
