Responsibilities

The individual selected for this position will serve as Desk Officer; specific duties and functions include, but are not limited to, the following:

  • National level CI program development and implementation.
  • CI policy development, guidance, and implementation.
  • Identification of CI program and investigative instructional requirements.
  • Management of complex interagency operational activities.
  • Daily case management oversight of all field investigative activities.
  • Liaison with USIC, FBI, and other law enforcement agencies at a mid-management level.
  • Recommend proactive investigative initiatives both internal to IN and across the Intelligence
    Community.
  • Knowledge and understanding of complex foreign intelligence service modus operandi and
    targeting techniques.
  • Develop and promulgate specific CI investigative priorities.
  • Adversary-specific program management activities.
  • Provide support to the full spectrum of the CI program.
  • Work closely with the FBI and the USIC to assist in any ongoing espionage, terrorism, or
    related operations and investigations at responsible facilities.
  • Review and operationalize raw and finished intelligence reports

Qualifications

  • Posses a BS 12-15, MS 10-13, PhD 8-10
  • Must POSSESS and be able to maintain a TS/SCI clearance
  • Must have a minimum of fifteen (15) years experience in Counterintelligence (CI) and/or espionage case management, and supervising agents and programs conducting these cases which may be a combination of civil service and/or military.
  • Must have demonstrated evidence of excellent oral and written communication skills, conflict resolution techniques, and proven ability to perform under pressure to meet tight deadlines.
  • Experience with CI databases for recordkeeping and data mining is required. Knowledge of geographic specific subject matter expertise is required.
  • Must have extensive experience in developing, guiding and managing complex CI programs at a national level at DOE, the FBI or DOD. A proven track record of interagency liaison capability within the US Intelligence Community is essential. Foreign liaison experience is also desired.
  • Must have functional computer literacy, and be proficient in common computer and
    network applications. The individual must demonstrate knowledge of full spectrum of CI activities and CI program development at a national level

Equal Pay Act

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, Arcfield invests in its employees beyond just compensation. Min: $115,083.45 Max: $276,543.80
