Position Description

USAID Laos seeks expressions of interest for a professional who can provide six months of critically needed support for the growing education portfolio. The USAID Laos education portfolio has three ongoing bilateral activities: Learn to Read, UNICEF Education and DFAT/BEQUAL Phase 2. The USAID Learn to Read activity is US $30 million; UNICEF Education Program with USAID contribution of US $2.6 million; and the Australian Department of Foreign Affairs and Trade (DFAT) for the Basic Education Quality and Access in Lao PDR Phase 2 ("BEQUAL Phase 2") with USAID contribution of US $2.4 million.

A new basic education follow-on to the Learn to Read activity will be initiated around June 2024. In addition, an expected staffing gap will require temporary coverage from approximately July 1 to December 31, 2024, but timing is flexible.

Location: Remote

Work Schedule: Start date July 2024-December 2024 (total 125 days)

Salary Range: Starting at $558/daily rate

Clearance: Able to obtain a Facilities clearance

Peridod of Performance: o/a July 1, 2024 - December 31, 2024 and will include at least one month-long trip to Laos. The expected level of effort for this consultancy is a total of 125 days.

Responsibilities

  • Support the management of the day-to-day ongoing education activities: Learn to Read, UNICEF Education,DFAT/BEQUAL Phase 2, and the new Laos Higher Education for Accelerated Development (LEAD) which includes project and financial planning and monitoring of activities.
  • Support the design of the Learn to Read follow-on activity.
  • Support the advancement of the systematic and holistic performance monitoring, evaluation, reporting processes for the education portfolio and activities with Agreement Officer's Representatives (AORs) and/or Contracting Officer's Representatives (CORs).
  • Support the improvement of coordination and relationships with government, donor, and civil society counterparts. May participate in donor working groups related to assigned projects.
  • Contribute to the Mission's outreach and communications efforts for education relevant activities, including preparing launch events and media engagements for new and ongoing education programs. Products may include draft talking points, briefing memo checklists, briefers, communications products, and other ad-hoc requests.
  • Help resolve technical and programmatic issues, prioritize tasks, make recommendations regarding corrective actions.
  • Join/conduct site visits, attend technical meetings, and maintain complete and accessible files for assigned activities.
  • Mentor new staff in project and financial planning and monitoring of activities.


Qualifications

Master's degree in fields related to education, social work, social science, development assistance, international relations, or a closely related field with three (3) years of experience, or a bachelor's degree with five (5) years of experience.
Knowledge: Expert-level knowledge of U.S. Government development policies, procedures and practices and ability to traverse the myriad issues that arise in international development programming.
Communications skills: Proven ability to work independently and as a member of a team and foster teamwork where situations require. Able to work at multiple levels of organizational hierarchy within government and with regional stakeholders. Fluent in English at the 4/4 level is preferred.
Demonstrated experience managing education programs, particularly in the learning crisis context.

Experience with Laos or similar contexts is a plus but not required.
Ability to obtain and maintain a facilities access clearance.
