Mid HUMINT Planner

Job description

Prescient Edge is seeking a HUMINT Planner to support a Federal government client.

As a HUMINT Planner, you will:

* Use the Non-Classified Internet Protocol Router Network (NIPR), Secret Internet Protocol Router Network (SIPR), and JWICS systems provide required support to screening, CI, Cyber, CT, Security, Insider Threat, FP, FIE investigations, operations, and interviews. This support will be in the form of reports, trend analyses, data queries, finished intelligence products, research, briefings, white papers, and other products as required and according to established SOPs, protocols, and requirements

* Prepare, develop, and brief all levels (strategic, operational, and tactical) of plans and orders using the Military Decision-making Process and the Army Design Methodology in support of special population screenings, CI, Cyber, CT, and Security Insider Threat, FP, and FIE activities, as well as associated operations and support

* Apply critical and creative thinking to develop, draft, publish, execute, track, and assess plans, operations, value, and risk

* Integrate processes, staff, and multiple echelons, agencies, and organizations in support of planning and mission tracking

* Using ADP 5-0 and ADRP 5-0 as a guide, develop and manage plans, battle rhythms, and other mission management, synchronization, assessment, and development tools

* Anticipate requirements, plan, prepare, develop, chair, and assess Operational Planning Teams (OPTs), In Progress Reviews (IPRs), and Working Groups. This includes conferences, formal and informal assessments and conducting briefings for a variety of audiences, to include senior leaders and decision makers. You will use rehearsals, research efforts, systems analysis, military briefings, AARs, and other planning, assessment, performance, operational events, and tools to accomplish this requirement

* Conduct coordination, deconfliction, and liaison with multiple echelons of CI, Cyber, CT, LE, HUMINT, Security, and other Federal, DoD, DA, and Intelligence Community agencies and organizations in the conduct of required support

* Complete short-suspense actions in response to urgent Government requirements

* Develop, prepare, and brief comprehensive mission planning assessments, to include timelines, resource requirements and availability, gaps, impact, risk, and associated factors

* Collate and prepare weekly and monthly mission status reports and other products and updates to address other relevant mission and statistical data, progress, summaries, trends, and results

* Track, identify, and assess process and system gaps and develop and chair OPTs and Working Groups with appropriate stakeholders to improve and resolve gaps and mission/operational risk

* Develop, coordinate, and assist in chairing staff, multi-Command, and multi-echelon IPRs to track mission progress, developments, emerging requirements, and issues

* Within 30 days of TO award, provide assessment of existing process and system gaps, associated stakeholders and risk, and a plan with associated timeline to improve and resolve within operational and fiscal constraints

* Develop presentations, white papers, RFI responses, program feasibility assessments, comprehensive mission projections and assessments, and other products in response to routine and urgent data calls and tasks

* Maintain, monitor, and update tracking mechanisms, files, portals, and systems in support of special population document staffing, RFI tracking, product progress reports, trend analyses, data calls, CI activity status and disposition, and routine reporting requirements

* Develop training materials and conduct training for newly hired and assigned Contractor and Government employees to perform all required support tasks

* Conduct coordination, deconfliction, and liaison with lateral and higher Commands, CI, CT, LE, HUMINT, Security, and other Federal, DoD, DA, and Intelligence Community agencies and organizations in the conduct of tasks

* Develop and provide recommendations regarding the development and improvement of SOPs and TTPs for established or required tasks, support requirements, processes, and systems

* Travel CONUS or OCONUS for temporary duty in support of screening operations or other related support tasks as approved by the Government COR

* Upon identification of information that threatens the life or safety of DoD personnel and contractors, facilities, or Government information systems, notify the Government within five (5) minutes

Job Requirements

* Active TS/SCI clearance required, and must be willing and able to obtain a CI Polygraph

* Completion of an intermediate-level professional military education (PME), including Army Command and General Staff College, Intermediate Level Education (Common Core and Advanced Operations Course/credentialing course), or Service equivalent, or a program of instruction conferring Joint Professional Military Education Level (JPME) I (any Service); Battle Staff or equivalent for Non-commissioned Officers

* Must be a graduate of any of the following Military Certifying Courses:

* Army - 35M Course (or its predecessor)

* Army - 351M Course (or its predecessor)

* Army - 35F Course

* HT-JCOE - Source Operations Course (SOC) (or its predecessor)

* USMC - 0211/0210/0204 Marine Air Ground Task Force (MAGTF) CI and HUMINT Course

* Minimum of 8 years combined experience in the following fields:

* Division or higher-level planner (2 years or more)

* Intelligence Planner (3 years or more)

* Creditable experience in distinct fields cannot be combined (see above). College education does not substitute for experience.

* Strong oral and written communication

* Ability to clearly express oneself verbally

* Ability to write in a clear, concise manner

* Understanding of the military decision making process and how HUMINT supports operations

* Ability to work independently or as part of a team

* Ability to travel across the globe (TDY)

* Demonstrated working knowledge of the concepts involved in the specific functions outlined in the specified labor category description

* Knowledgeable of and demonstrates ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures

* Demonstrated ability to work semi-independently with oversight and direction

* Demonstrated ability to use logic when evaluating and synthesizing multiple sources of information

* Demonstrated understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications

* Demonstrated ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments

* Demonstrated ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/soft copy matrices, and/or web-enabled formats

* Demonstrated ability to communicate complex issues clearly in a concise and organized manner, both verbally and non-verbally, with strong grammar skills

* Demonstrated proficiency using Microsoft Office tools

* Demonstrated ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols

* Demonstrated ability to recognize nuances and resolve contradictions and inconsistencies in information

* Demonstrated working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise. Structured analytic techniques include, but are not limited to, analysis of competing hypotheses, devil's advocacy, high-impact/ low-impact analysis, red team analysis and alternative futures analysis

* Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/platforms and human intelligence sources related to the position

* Demonstrated understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements

* Demonstrated comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.

* Demonstrated ability to communicate understanding from information that may be

* incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced

* Demonstrated ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines

* Demonstrated ability to work independently with minimal oversight and direction

* Demonstrated ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution

* Demonstrated ability to develop concise, insightful, and comprehensive products for defense intelligence

* Demonstrated ability to lead teams in researching multifaceted or critical problems

* Ability to provide guidance in selecting, designing, and applying analytic methodologies

* Ability to use argument evaluation and validated analytic methodologies to challenge differing perspectives
