Job Summary

The Office of the City Attorney for the City of Rockville, Maryland, is accepting applications for a permanent full-time Senior Assistant City Attorney (salary range $107,021 - $176,585). The position may, however, be filled at the Senior Associate City Attorney level (salary range $123,890 - $204,419), depending on experience and qualifications. This position involves the provision of legal advice to designated City boards, commissions, departments, and divisions. Work is performed with latitude for independent professional action and decision but is subject to the direct supervision of the Deputy City Attorney and the general supervision of the City Attorney.

Essential Job Functions

* Advises the City Attorney, City staff, and City boards, commissions, departments, and divisions, as assigned, on local, state, and federal laws and regulations related to municipal operations.

* Represents the Mayor and Council of Rockville in lawsuits before Federal and State courts and in administrative hearings, including enforcement actions; and prosecutes municipal infractions.

* Conducts legal research and analysis of legal issues; interprets and applies statutes, ordinances, case law and other legal authority in the preparation of opinions (both written and oral), memoranda, and court pleadings.

* Attends meetings of public bodies and advises them on legal issues.

* Advises public officials and City staff on legal issues arising out of proposed legislation; drafts and reviews legislative bills, resolutions, ordinances, and regulations; analyzes documents for legal and policy consequences; makes recommendations regarding legal issues affecting the City.

* Develops a thorough understanding of the programs and legal and administrative obligations of assigned City boards, commissions, and departments; performs trainings for designated boards, commissions, and departments.

* Negotiates, drafts, reviews, interprets, and approves for legal sufficiency contracts, leases, bonds, bids, easements, deeds, covenants, memoranda of understanding, and other legal documents.

* Performs other related duties as required.

In addition to the above, the Senior Associate position would entail the following Essential Job Functions:

* Serves as assistant and back-up to the Deputy City Attorney or, if the Deputy City Attorney is unavailable, the City Attorney.

* Assists the City Attorney and the Deputy City Attorney in training and supervision, and attends Senior Staff meetings, Mayor and Council meetings and various Board and Commission meetings as needed or requested.

* Provides training on legal issues such as Open Meetings, Public Information, Records Retention, Ethics, Contracts, and other topics as needed or requested, including Conflict Prevention, Management and Resolution.

* Assists in managing individual internal conflicts through facilitation, mediation, and conciliation, in coordination with the Human Resources Department, as well as internal and external conflicts and designing and implementing disputes systems to allow conflicts to be managed and where possible resolved.

About the Office of the City Attorney:

The Office of the City Attorney serves as in-house legal counsel for the City of Rockville and provides legal advice to the Mayor and Council, Boards and Commissions, the City Manager and City Departments. The office is responsible for the review and drafting of ordinances, contracts, deeds, leases, and other legal papers. The office represents the Mayor and Council of Rockville in civil court to defend the City of Rockville in actions taken against it and to initiate cases to enforce the City's laws and actions.

Qualifications

* Juris Doctor degree from an American Bar Association accredited law school.

* Seven (7) years of progressively responsible work as a practicing attorney, or any equivalent combination of education and experience.

* Admission to the Maryland State Bar.

Preferred Qualifications

The ideal candidate will have civil litigation experience, including enforcement actions on behalf of a local or state government; experience representing a law enforcement agency; and experience interpreting and applying the Maryland Public Information Act and the Maryland Open Meetings Act. The ideal candidate may also have knowledge of Maryland law pertaining to the operations, authority, and responsibilities of municipal government; knowledge of municipal government structure and operations; and knowledge of the principles and procedures of civil law, especially as related to municipal government.

The following Qualifications are in line with the Senior Associate City Attorney job

The ideal candidate will have experience with supervising and managing professional legal staff; creating and conducting internal trainings and presentations on various legal issues; managing internal and external conflicts through facilitation, mediation, and conciliation; and attending meetings of a local governing body.

Knowledge, Skills, and Abilities

* Strong verbal and written communication skills.

* Ability to understand and analyze legal facts and materials and to present logical and persuasive conclusions from that analysis.

* Ability to prepare and present witnesses and evidence in State and County courts.

* Ability to conduct thorough legal research using Westlaw or other online legal research sources.

* Ability to take initiative, work independently, report progress, recognize need for assistance from others, and propose solutions for problems.

* Ability to develop and maintain effective, courteous, and responsive working relationships with the Mayor and Council, appointed officials, City staff, and the general public.

* Ability to effectively access and use computerized systems and equipment.

In addition to the above, the following are Required Skills for the Senior Associate City Attorney position:

* Skills in facilitating, mentoring, and mediation.

* Skill in creating, drafting and presenting trainings on specific topics of legal concern to the Mayor and Council, boards and commissions, appointed officials, and City staff.

* Knowledge and understanding of the principals of conflict resolution.

* Ability to fill in for supervisor as needed.
