POSITION SUMMARY:

This is senior technical level operations service work, which may include lead worker responsibility, under general supervision from an administrative or technical superior. Work includes skilled trades work at the master electrical level involving electrical repairs and maintenance. Inspects, troubleshoots, tests, installs, repairs or replaces equipment and devices.

CLASS DESCRIPTION:

This is skilled electrical work at the Master level. An employee in this class, with direction from a technical or administrative supervisor, performs complex electrical work to include training and supervising of others. Assignments are stable in nature and are carried out in accordance with accepted trades standards and applicable electrical codes and regulations. The work involves responsibility for repairing electrical devices of all sizes and complexity for a water and sewer utility operation, complex of government buildings, or at the Wastewater Treatment Plant facility. Contacts with others are on a routine basis, including contacts with various County personnel.

Include the following. Other related duties may be assigned.

* Troubleshoots malfunctioning electrical circuitry, solid state control systems, and/or motor equipment, and takes corrective action.

* Installs, repairs, and tests electrical systems, electrical shop equipment, emergency or standby generation systems, and internal electrical power distribution facilities, such as switchboards, controllers, circuit breakers, motors, heating units, control panels and conduit systems.

* Plans new or modified installations and lays out work from engineering drawings, sketches, wiring diagrams, or other specifications; prepares sketches showing location of wiring and equipment.

* Diagnoses trouble in electrical systems or equipment.

* Makes standard computations relating to load requirements of wiring for electrical equipment.

* Uses specialized measuring and testing instruments such as voltmeters, ammeters, watt meters, ohmmeter, and meggers for such purposes as testing continuity of circuit to ensure electrical compatibility and safety of all components.

* Directs the work of others.

* Tests all motor control systems, switch gears, and substation equipment.

* Inspects contracted installations, and repairs to ensure operability and conformance with specifications and contract.

* Maintains records and reports on materials and equipment used.

* Repairs breakdowns of electrical motors, motor control centers or switch gear.

* Plans new wiring systems, control circuits or alarm hookups in conjunction with existing equipment. May fabricate necessary electrical devices, and test and debug new installations.

* Maintains lighting systems; replaces bulbs, ballasts, and replaces parts.

* Performs other duties as assigned or required.

* Performs overtime work and on call work.

* This position is designated as an emergency/essential position and may be required to respond in a variety of emergency situations.

SUPERVISORY RESPONSIBILITIES:

This job has no direct supervisory responsibilities. May direct or oversee the work of lower level semiskilled and unskilled employees. High School Diploma or GED; completion of a State of Maryland recognized apprenticeship, and two years work experience at the journeyman level; or, seven years of electrical trades experience, including two years at the journeyman level.

PREFERRED EDUCATION/KNOWLEDGE, SKILLS AND ABILITIES:

* One year certificate from college or technical school; and completion of a state of Maryland recognized apprenticeship with three years of industrial experience to include a back ground in programmable controllers.

KNOWLEDGE, SKILLS AND ABILITIES:

* Thorough knowledge of standard electrical trade practices, methods, tools, instruments and equipment.

* Thorough knowledge of electrical code requirements and standard electrical tests, repairs and new installations.

* Ability to read engineering drawings, sketches, wiring diagrams, and other specifications.

* Ability to analyze electrical problems and recognize safety warnings.

* Ability to install and repair all types of high-voltage electrical equipment.

The employee may be exposed to the hazardous conditions of a construction site. The noise level in the work environment is usually moderate to loud.

The employee is responsible for using safety devices and protective equipment in order to minimize the frequency and severity of work related accidents. The employee is also responsible for using safe practices and methods in the operation of equipment and supplies related to their particular job. The employee is further responsible for correcting and/or reporting any conditions within the building or grounds that may be hazardous to the public, co-workers, or other county employees.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Ability to write routine reports and correspondence.

Ability to speak effectively before groups of customers or employees of organizations.


Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

* Possession of Class C Maryland Driver's License.

* Possession of a valid Master Electrician - Limited or General License issued by the State of Maryland, and maintenance of said licensing during tenure of employment, if required by work assignment.

* A Wastewater Collection Class II, and a Water Distribution System Operators License may be required.

* Applicants with appropriate experience and equivalent licensing from another jurisdiction will be considered for employment but will be required to obtain Howard County licensing prior to appointment.
