What Will You Do?

The Technical Director of Knowledge Management (KM) will provide strategic leadership and direction for strategic communications, web development and management, and knowledge management to support a global USAID-funded 5-year program. For the strategic communications work stream, the individual will oversee the provision of communications support for graphic design, video, social media, campaign development, and printing. For web development and management, the individual will oversee the maintenance, growth, and improvement in USAID web platforms and databases (including Agrilinks and ResilienceLinks). For the KM work stream, they will oversee activities to increase awareness and use of new evidence and lessons learned from within the USAID Bureau for Resilience, Environment and Food Security (REFS) portfolio of programming and other development activities by USAID and Mission staff.

This is a full-time proposal position contingent on contract award.

Responsibilities:

All Roles at Bixal will:
    • Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
    • As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.


Knowledge Management:
    • Provide technical leadership to support REFS to develop and implement knowledge curation, synthesis and dissemination strategies and frameworks.
    • Provide technical leadership to support REFS to compile, curate, and catalog knowledge management products for easy access/sharing across the Bureau and across the Agency.
    • Provide technical leadership to support REFS in monitoring and evaluating knowledge management-related analytics, helping REFS use this information to inform future knowledge management approaches and better understand user needs and behaviors.
    • Oversee the development and dissemination of information and lessons learned, good practice, development challenges, and opportunities related to the work of REFS.
    • Support the development of learning agendas across REFS following parameters set by the Bureau for Planning, Learning and Resource Management(PLR).
    • Coordinate with REFS implementing partners and key stakeholders to capture and curate content for knowledge management purposes to facilitate decision-making, learning, and adaptive management.
    • Support efforts to determine how new technology such as Natural Language Processing, Large Language Models, and Artificial Intelligence can be employed to improve knowledge management activities.


Website Management:
    • Oversee the design, development, and management of up-to-date content and processes for use via USAID knowledge management platforms.
    • Oversee website management activities that may require the use of a diverse array of existing platforms, including Drupal, Plone, and WordPress.
    • Oversee creation and maintenance of interactive web-based features, dashboards, databases, and other KM systems as required.
    • Provide technical leadership to support REFS with internal intranet website content, such as information about internal resources and services on MyUSAID (USAID's intranet).


Strategic Communications:
    • Support the development and execution of coordinated communication strategies and outreach campaigns, including campaigns that integrate the channels and topics of different REFS Office and Center portfolios.
    • Support and oversee the development of knowledge and communication products (e.g., learning briefs, newsletters, case studies, research findings and other technical products) and creation of data-driven visualizations (e.g., infographics, story maps) for internal and external audiences.
    • Provide technical leadership to support USAID's social media accounts by overseeing activities aimed at generating content, tracking responses, analyzing public engagement, and developing regular posts for various official handles under USAID supervision.
    • Work with REFS Offices and Centers to oversee the design and launch of outreach campaigns around major conferences and events.
    • Oversee the development of repositories of key top line messages, proof points, statistics, and sources for use in communications products, including briefing documents, speeches, and communications to USAID Missions.
    • Assist USAID staff in incorporating cross-cutting thematic issues into REFS communications products including diversity, equity, inclusion and gender sensitivity.
    • Oversee the production of newsletters for websites (Agrilinks, ResilienceLinks, Feed The Future, or similar).


Qualifications:
    • Master's degree in a relevant field.
    • At least 8 years of knowledge management and organizational learning experience working on complex international development programs, preferably in the sectors of agriculture, environment and/or food security.
    • At least 5 years of knowledge management and organizational learningteamlead experience.
    • Experience working on USAID-funded projects in the sector of agriculture, environment and/or food security.
    • Expertise in developing and implementing a wide range of knowledge management and organizational learning activities, including knowledge products, website development, digital campaigns (e.g., e-newsletters, social media strategy, traditional media engagement, success stories) as well as written collateral and products.
    • Experience developing complex knowledge management systems in International Development contexts.
    • Familiarity with USAID's Global Food Security Strategy.
    • Demonstrated experience in both strategic planning and adaptive management, including the USAID principles of collaboration, learning, and adapting.
    • Experience with online and face-to-face approaches (e.g. workshops, webinars) to knowledge management and learning.
    • Excellent communications and interpersonal skills with evidence of ability to establish strong working relationships with diverse stakeholders.
    • Proficient in web-based technology, social media, and digital strategy.
    • Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
