Job Duties:

Knowledge Required by the Position:

  • Mastery of Federal, Departmental, and relevant foreign governments' contracting and procurement laws, regulations, case precedents, related authorities and principles, court precedents, and contract types and requirements encompassing the full contracting lifecycle to serve as a technical authority on a full range of procurements for the assigned office;
  • Ability to assess the financial consequences of procurement actions;
  • Expert knowledge of sound business practices and principles to assess the financial and technical capabilities, and/or the performance of the contractors;
  • Thorough knowledge of the proper handling of classified documents and proprietary information coupled with the ability to obtain and maintain a Secret clearance in order to manage acquisitions for the client global community;
  • Expert knowledge and understanding of customers' operations, missions, program goals, and objectives in order to integrate the timing, sequence, and requirements of major acquisition program activities to ensure they are adequately addressed in contracts;
  • Mastery of negotiation techniques to meet and deal with senior level business, industry and/or government officials;
  • Comprehensive knowledge of the technical specifications, requirements, and special conditions attendant to acquiring the products and services for which the incumbent is responsible, along with specialized security requirements and issues (as applicable) sufficient to ensure that all requirements are addressed and resolve complex issues related to their procurement;
  • Knowledge of and ability to use the EFiling component of the Integrated Logistics Management Systems (ILMS) to create and maintain up-to-date, accurate procurement files in accordance with FAR and DOSAR regulations.
