Contract Program Manager

We are seeking an experienced and talented Program Manager to join our team in the Washington DC Area. The ideal candidate will have strong management skills. This role requires experience in a similar capacity to work in a complex, fast changing federal environment. Through hard and smart work, the Program Manager will manage the overall success of the Federal contract leading to customer success and represent Cherokee in a positive manner with the client. Responsible for all aspects of the contract - a) financial management b) client management c) successful technical delivery d) team morale e) compliance with Federal and Cherokee regulations and processes

Compensation & Benefits:
  • Estimated Starting Salary Range for Contract Program Manager: Pay commensurate with experience.

Contract Program Manager Responsibilities Include:
  • Personnel Selection and Evaluation:
  • Review and verify qualifications of all proposed Cherokee staff for suitability
  • Ensure proposed personnel meet skillset, accessibility requirements through evaluation processes.
  • Coordinate with the Government and Management for final selection and approval of all proposed project staff before Task Order award.
  • Key Personnel Substitution Process:
  • Notify the Contracting Officer in writing at least fifteen (15) working days in advance of proposed substitutions.
  • Provide detailed explanations, complete resumes for proposed substitutes, and any requested information.
  • Ensure proposed substitutes meet or exceed qualifications of the labor category position requirements.
  • Initiate evaluation process by the authorized Program Office representative (usually COR) for approval or disapproval.
  • Provide transition plans and orientation briefings for the Government.
  • Conduct orientation briefing within one week of Task Order award to initiate communication process and ensure understanding of Task Order requirements and objectives.
  • Director, Customer Service Domain Briefing and Status Reporting
  • Schedule and conduct bi-weekly 45-minute status briefings with the Director, Customer Service Domain, including Senior Managers.
  • Provide monthly status reports on all activities related to the Task Order.
  • Keep the Director informed and receive feedback and direction regarding major activities outlined in the Task Order.
  • Operation and Maintenance Production Support:
  • Provide support for multiple key Web Apps initiatives, including planning, solutioning, designing, and delivering new and feature updates to web applications.
  • Ensure Web Apps production environment aligns with Enterprise Incident Management standards and guidelines.
  • Maintain a Contractor team with IRS and Web Apps institutional and technical knowledge.
  • Perform 24x7x365 operation and maintenance production system monitoring, incident management support services, and routine system operations.
  • Triage incidents and restore Web Apps system health, responding to calls within 30 minutes.
  • Provide support in areas such as incident management, system monitoring, routine operations, and collaboration with IRS facility stakeholders.
  • Ensure solid understanding of Task Order requirements, introduction of key personnel to IRS team, effective communication with the Director, Customer Service Domain, and seamless operation and maintenance support for Web Apps initiatives.
  • Orientation briefing meeting minutes and action items, status briefing meeting materials and minutes, and routine support services documentation.
  • Manage successful performance and cross-functional collaboration of all Cherokee delivery teams on the contract
  • Supervisory/Management Authority: this position does entail supervisory or management authority.
  • Performs other job-related duties as assigned


Contract Program Manager Experience, Education, Skills, Abilities requested:
  • Bachelor's degree in a related field.
  • An Active Public Trust or the ability to obtain one is required
  • At least 7 years of similar experience within a federal organization, preferably in the Department of Treasury (IRS), is highly desirable.
  • Excellent communication skills - both verbal and written - to interact with Federal customer and contractor team members
  • Client and people centric, self-starter, organized, proactive in approach
  • Attention to detail and commitment to ensuring team work products meet industry and IRS standards
  • Must pass pre-employment qualifications of Cherokee Federal
