Summary

This position is located in the Office of Nuclear Security and Incident Response, Division of Physical Cyber Security Policy, Cyber Security Branch.
The supervisor is Gregory Bowman.

Thisposition is Non Bargaining Unit.

Duties

The successful candidate will perform the full range of Branch Chief duties.

Such duties include but are not limited to:

1.Managing, supervising, and coordinating the Branch staff's execution of diverse activities by promoting staff utilization of appropriate Agency processes, including evolving risk-informed initiatives, and leading efforts to innovate and advance approaches that improve organizational efficiency and effectiveness of regulatory activities and decisions.

2.Allocating resources within the Branch based on the workload and priorities. Ensures priorities are established using the relative importance of each activity to safety and security, and environmental aspects.

3.Responsible for the day-to-day administrative operation of the Branch, including training, leadership, team building, motivation, development, and evaluation of Branch staff.

4.Facilitating staff resolution of licensing, oversight, enforcement, rulemaking, and policy issues that have an immediate impact on licensee safety and security.

5.Performing complex technical reviews of cybersecurity issues, to include those that are unprecedented.Independently develops, or with input from the technical staff, requests for additional information and
coordinates with the industry groups, applicants, and licensees to ensure the technical cybersecurity aspects of issues are understood by the staff.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1.Demonstrated ability to provide leadership for a diverse staff in accomplishing mission-critical programs in a regulatory environment with competing deadlines and conflicting resource demands.Experience in leading change through problem solving, conflict resolution, decisiveness, and risk-informed thinking.

2.Demonstrated ability to present technical information, both orally and in writing, while building and sustaining coalitions across organizations. Specific experience with tactful and effective communications with colleagues, subordinates, managers, and external parties (e.g., members of the public, industry, professional societies, other agencies).

3.Demonstrated knowledge of the theories, principles, and practices in the field of cybersecurity, with specific knowledge of cybersecurity considerations for nuclear power plants and other NRC-regulated facilities. Specific experience in applying the NRC's licensing and oversight programs to cybersecurity issues.

SPECIALIZED EXPERIENCE is defined as:

Knowledge of NRC's cybersecurity regulatory requirements, policies, and practices associated with nuclear power plants and other regulated facilities. Ability to leverage that knowledge, along with knowledge of the design and operation of NRC-regulated facilities, to lead the development of policy recommendations and resolution of technical challenges.

Education

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

Additional information

The duty location of this position is Rockville, MD.In general, employees are expected to be in the office at a minimum of 4days per pay period**.

Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
