Keystone Advisors is an independent Certified Public Accounting firm providing Audit, Accounting, and Advisory Services in the areas of financial and administrative management, organizational and business improvement, program management support, budget support, financial analytical services and reconciliation, technology management and staff augmentation in Chicago, Washington, DC, Alexandria, VA, and other metropolitan areas.

Keystone is looking for a Project Manager to join our team in the Washington, DC metro area to support the Federal Bureau of Investigation (FBI) Language Testing and Assessment Unit (LTAU).

The Project Manager Must have an active Top-Secret Security Clearance.

The Project Manager analyzes new and complex project related problems and creates innovative solutions.
involving finance, scheduling, technology, methodology, tools, and other solution components. Support duties include reporting activities, performance and execution status to the Program Manager.

Work Description:
  • Leads team on large projects or significant segments of large complex projects.
  • Facilitates the strategic management process and provides consulting expertise and project management for specific strategic initiatives that are deemed high risk or critical to success of the Unit/Section.
  • Provides applications systems analysis and programming activities for multiple Government sites and/or facilities.
  • Supports all aspects of projects, including providing inputs as requested by the government in preparation of long and short-range plans.
  • Tracks progress of each project against goals, objectives, approved budgets, and approved timelines.
  • Reports status and variances. Creates action plans to meet objectives, budget, and schedule.
  • Demonstrates ability to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.
  • Implements change management routines to assess change requests, make recommendations, and secure customer approvals.
  • Assesses change requests to determine impacts to scope, budget, schedule, quality, and risk.
Project Manager Qualifications:
  • Bachelor's degree from an accredited university or college.
  • Minimum five (5) years of project management experience (Educational requirement may be waived if the candidate has ten (10) or more years of experience.
  • Five (5) years or more of experience managing all facets of project management (budget, schedule, procurement, quality, and risk) for various types of projects.
  • Five (5) years or more of experience providing written and oral reports to management, customers and stakeholders regrading progress of projects.
